Belleville's Newest Factory Officially Opened Yesterday Management of New Industrial Park Sets Speed Record The Belleville Industrial Commission marked an occasion yesterday when it handed over keys to the first tenants of Belleville's new industrial park, less than nine weeks after receiving notice of space requirements. Mayor J. R. Ellis, president of the recently-formed Belleville Industrial Commission, told the officials present at the opening ceremonies, which were complete with a champagne reception by the owners, that this lightning development was made possible only by the close co-o>peration of all the project's par!ieipants: the Belleville City Council and City Administration, the Belleville Utilities Commission, Lakeland Natural Gas, Sidor Construction Ltd., and Pan Properties Ltd., owners of the land and building. The first tenant of the new building (a division of the Northern Electric Co. Ltd employing some 40 persons and performing certain services for the R.C.A.F.) learned of their requirements for 10,000 square feet of additional space in early September, and appealed to the Belleville Industrial Commission for assistance in finding it. The Commission in turn approached the owners, Pan Properties Ltd,3 and brought them together with their prospective tenants at Northern Electric. On September 14th, a letter of intent was signed by both principals. Between that date and today, only 43 working days, almost a half-mile of water main and two miles of gas main have been laid, and the building engineered, built, equipped, landscaped and made ready for occupancy. During this period the Industrial Commission was called on to play a continuing role in the way of cor-ordinating the many activities involved and to act as a go-between on occasion. ^^^fe^ It is of interest that the Commission promoted the use of the P.E.R.T. diagram on this project. PERT charts the start and completion times for all actvities in the form of a diagrammatic net work, identifies trouble areas often in advance, and focuses attention on those activities which are likely to be in difficulty. The technique enables the general contractor as well as owners and tenants to evaluate progress at any date. It is felt that the use of the PERT diagram along with the specifications prepared by E. F. Smith, Al Shukster and E. Morry of Northern, helped considerably toward succesfully meeting the early deadline. This first rental unit in the Industrial Park is situated on Adam Street, a newly built ser vice road running parallel to Highway No. 401 in the North east section of the City. Its convenience for industry is enhanced by its proximity to the highway and the C.N.R. yards and by the fact that two transport firms have already located terminals at the eastern end of the street Recently, the city entered negotiations with another local industrial firm to relocate in the Park area. The tenant of the new building is known officially as "The R.C.A.F. Contractor Support Group" which is a separate department of the local Northern Electric plant. The group will be operated under the management of A. F. G. Tooth, P. Eng., with C. A. Hunt, P. Eng., as engineering department mana ger and G. L. Wambolt as depot manager.
