Arthur Edwin Bywater was the youngest son of Richard Edwin and Elizabeth (Train) Bywater who was baptized 21 October 1870 in Klineburg. By 1881 he was living in the Brighton Colborne area called Northumberland East. Arthur Bywater was a senior Army cadet when he graduated from Brighton High School. In 1887 Arthur E Bywater relocated to Trenton Ontario from Colborne where he opened a Jewelry store that was a branch of his father's Colborne store called R E Bywater Dealer in Watches Jewelry & Fancy Goods that also included stationery and drugs (R E Bywater was also a registered University of Toronto pharmacist). Arthur Edwin Bywater married Mary Annie Little on 9 September 1896 in Trenton. A E Bywater sold his Trenton Jewelry Store to Mr T F Rixon around 1910 and stopped being a Jeweler to concentrate on his Militia and growing Property and Business interests. His Business ownership included a Baby Carriage factory and a Beer and Soda Pop bottling plant. Arthur and his wife Mary Bywater owned property in several Trenton locations including several properties on Leopold Street. On 12 March 1920 the 49th Hastings Rifles were amalgamated with the 16th Prince Edward Infantry to form the Hastings and Prince Edward Regiment. On 27 January 1920 A E Bywater was selected to become the 1st Commanding Officer from 27 Jan 1920 until 30 Sep 1924. A E Bywater was appointed Honourary Colonel 11 September 1925 until his death on 17 October 1945.
