MAN AT QUEEN'S PARK By Willam Newmran ENVIRONMENTAL PROTECTION ACT "SOUND AND PROGRESSIVE" Introducing legislation which he des- cribed as "an environmental bilI of rights for the people of Ontario", Premier Wil- 1lam Davis said the Environmental Pro- tectionAct 1971, will provide the legis- 1ative authority to prevent abuse of our natural environment. The new Bil Il, plus amendments to the Department of Energy and'Resources Management Act, creates the new Dep- artment of the Environment and brings under its jurisdiction, those programs already existing within government de- par tments rel ated to environmental con- servation, management and protection. Th e Env i ronmental Protection Act gives the government power to control or prohibi t the discharge into the water, soilI or air of this province any contam- inantwhichwillendangerhuman life, the health of people, thewell-being of wild- 1ife or the environment of damage prop- erty. In addition to existing programs deal ing with t h e three b a s ic forms of pol lution, the Bill includes provision for new programs dealing with noise, heat, radioactivity and litter. "Because t h e s e c tion deal ing wi th litter is new", Mr. Davis said, "per- haps I could tell the Honourable Mem- bers that we intend to act very decisi- v ly in the area of litter controi. This Bill includes powers to deal with pack- aging and containers which can be re- processed, reused or which are degrad- able. Provision is made for regulations t o deal with non -returnable beverage bottles and cans". It is our aim and in- tention to clean up ail sources of en- vironmental pollut ion, regar dîess of the origin", Mr. Davis said. Labour Minister Gordon Carton has in troduced amendments to the Workmen's Compensation Act which will increase pensions for widows and dependents and raise the maximum compensation payable ta a workman. Effective AugustlI, 1971, the monthly pensions for widows will be increased from $125 to $175, and the monthly pen- sions for dependent children and orphans will be increased from $50 to $60 from $60 to $70 respectively. Under the new legislation, the earn- ings ceiling for compensation purposes. is raised from $7, 000 to $9, 000, for accidents occuring on and after July 1, 1 9 7 1. Payments a re made to injured workmen on the basis of seventy-five per cent of their wages, hence the maximum annual compensation payable to an in- jured workman will be increased from $5, 200 to $6, 750. The promotion consists of a number system and its orginators are Council- lor Doctor Kenneth Hobbs and Doug Mc Ewan. Each of the 90 anticipated trailer buffs, who will be coming to Whitby for the gala 6th Annual County Town Car- nival will simply be issued a number. .Merchants in the downtown core will display duplicate numbers to those is- s u e d t h e trailers in their store win- dows. The whole idea is for the trailer buffs to find the numbers and match them up for a small1 gift. Wh i t b y Wagonmaster , Council I or KennethHobbs, reported earlier in the week that he has already received 65 r e g i s t r ations from Streamline Royal Rovers T r a i I e r Club, and that there would probably be 90 trailers in town by the time the carnival opens. Strolling shoppers from almost ev- ery state in the continental United States will bring the town core to life, and should make the downtown one of the key Carnival Barbecue Whitby-For the second year the Wh i tby K iwanis Club wil1l1 hold a b e e f barbeque at Heydenshore Park as part of the an- nual County Town Carnival. The barbeque be- gins at 5 p. m. , July 30 and lasts for 3 hours. Roast beef will be cooked and served wi th beans, bun, cole slaw, dessert & coffee. Tickets are avail1 able in advance at Koke's ShelI Stat- ion, 403 Brock St. South, Jury and Loveli Drug Store in the Whitby Plaza and at Red Wing Orchards on High- way 2 at the west end of towri. Prices are $2. 50 for adults & $l. 25 for children under 12. Dr. K. C. Fol lowing the meal, from 9 p. m. to I a. m. , a dance will be held in the ne w Heydenshore Pavilion, which is expected to be completed in time for the carnival. Tickets are $5 a couple, available at the same places w he r e the barb- eque ti ckets are sold. Only 200 tic- kets are available forthe dance. A six-piece orches- tra will provide the music.
