Witnessto town pumping raw sewage Mr. Heaver al so asked Publ ic Works Director Walter Evans to explain why a work crew had recently spent an entire day replacing a section of broken pipe at the south end of Bell Drive, and why the Whitby Works Department had been o b s e rved working on the pumps in the Annes Street pumping station, pumping raw sewage into the adjacent fields. With stinging words, the angry rate- payer accused the town of gi ving the Bell Drive res ident s a "snow job", and defied any member of the council to tell him that the sewer backups were an Act of God. To Mr. Heaver's pointed questions, Mayor Desmond Newman-responded that c o un cil w a s n o t required to answer questions under duress. Suggesting that Mr. Heaver's com- ments were in "poor taste", Mr. Hobbs exclaimed "Don't dare have any taxpayer tel I me that Mayor Newman isn't the best mayor this town has ever seen. " Mayor Newman addressedMr. Heaver stating that council would advise him of t h e flood findings to. date, and council v o t e d t o make a previously prepared letter for Mr. Heaver available to him, and to refer the matter to the operations committee. The letter, which indicated theengin- eering reporton the flood, explained the damages could be covered by a private insurance policy, but could not be com- pensated for by the town unless the town had been proven negligent. New sewer for Bell Drive The l1etter also pointed out that a commi ttee of local businessmen had been formed to rai se publ ic subscript ions for a relief fund, and that when the Lynde Creek Subdivision is constructed, a new sewer will be laid on Bell Drive.
