There are logical and pl1aus ibl e reas- ons, I suppose for the absence of dec- o r at ions in some areas of town this year. For example one could say that many of the people 1 i v ing on B roc k Street are elderly and it real ly would befoolish for them t o r i sk injury by s tr ing ing lîghts from a stepladder, and 1 have noticed that areas such as EB I air Park where one finds greater Ch ild population, there are very impressive color- fui lightson aimost every house. So why is it s t i 1 I u n b earable even after the major street reconstruction project? Poor Planning! It seems ridiculous to me to dump thousands of cars in.the core of a charming and quaint town and to subsequently create a major traffic tie up. l'il bet that 95% of those holiday tour- s st cars pass right through Whi tby with no desire to stop or with no inclination whatsoever to patronize the town. First- y because of the inadequate parking and secondly, this town is no different than any other. But there is a gi immer of hope. Hope t h at an i n tell1igent change in planning takes place. Let's make a traff ic circle around the eight blocks of the core of the town. Just i n s ide the circle, let's mâke a band of parking directly inside, right round the a r c. Th i s way we coul d maintain the visiting traffic in Whitby and still make it more convenient for them to stay and shop. Also, by removing the traffic from the immediate core of the town, we cou Id redevelopthe core so that once again it would serve the communityts needs. Some would say that this suggestion of the "traffic circle"l is too expensive.
