Page 2, Thursday, February 24th, 1972> Moral Obligation? There is a certain staff member with W h i t by's Social Services Department who w ouul d do w e11 with a little more background in human relations. In fact, his educational needs might be brought down to the more basic level of human kindness and understanding. T h i s person quite g u i I tiessly and openlyfeels, that once a person apply- ing for welfare is deemed ineligible by Town of Whi tby Social Services, that's asfarashis responsibility for the app- licant goes. If theperson applying for assistance i s 18 and rather naively looking for a j ob or a dvice on where to find one if Canada M-anpower can'thelp - well that's life, isn't it? VVHIT Y FREE PRESS Il W e' v e g ot tho moral obligation to t h e se k ids, " the social services em- p I o y e e rationalizes his no-help-here attitude. "What about basic referral servic- es ?", was the first question of the WHITBY FREE PRESS. No, they aren't referred as a rule, but sometimes (perhaps if one can find him in the mood), we will refer them to q u o t e "the men wi th the tambour ines " unquote, meaning, of course, the Sal- vation Army. "Are y ou sure he didn't mean "no more" obligation, not "moral" obligat- ion?", asked Social Services Director George Thwaites the following day. The man was questioned about it three times, Mr. Thwaites and answer- ed p r e c i sely the same way each time, but "no more" obligation or "moral" obligation, it's a dAmned funny attitude fora person making his living in social services don't you think? In f a ir ness to publ ic interest, Mr. Thwaites whose attitude bore no resem- b I ance to the employee's, informed us that the you th over whom this storm brewed, is quite able to go home to his p a rents. We accept the Social Direc- tor's judgement. S t i IlI there is the question, do em- ployees at the Social Services Depart- m e n t h ave a moral obligation to these kids? Suffice to say in summary, that when a blind m an is w ai ting at a curb, one i s n f t c ompelled to help him cross the street - now is he?... Sirs; Today I witnes- sed a very depres- sing occur-ance w h ich appears on the surface to be a c o m p I ete break- down of communi- cations, and a complete reversal of p rog r e ssive- ne ss in thegov- ernment's strive (and I use the word v e r y 1 o osely) to improve on public service in cases of emergency sit- uations. Ap p r ox imately 8 : 0 0 a.m. today, I witnessed the g o v ernment-con- trolled ambulance f r o m Ajax streak Road heading east. the home could civ il r ights th; About f ifteen minutes later, this same ambulance reappeared head- i ng west , sti Il w i thou t the ail important passen- ger. The driver stopped and asked a p ol i ce officer, present where I was, how to get to the Dagmar Ski Club. Later I over- heard that a young girl had been s t r uck down by a car at Dagmar and was in serious condition. May be I am in- correct, but the Town Funeral epitome of ambul- ance service, both in vehicles and employees. Defin- ite ly they know the area, and probably could have been at Dag- mar inside fifteen minutes. It must have been o ver half an h o u r b efore this a m b u I a n ce from A j a x reached the accident scene. Apparently there is a "hot line" when a Whitby citizen dials 668- 9 31 1. The person cal ling this num- b e r , will re- ceive Whitby pol- F i r e Department he lp and most of the time, Ajax ambulance ser- vice, which does- n ' t make sense at al 1, as this last s e r v ice could be the most urgent service the town is entitled to. 1 understand this same ambulance service was sum- moned from Ajax to M a y o r Newman's residence last s u m m er. Appar- en t ly at that time the operators of the government- a m b u I a nce were unable to locate K in g Street, and a long the Baseli ne Home operates the not put the recus- i tat ion instrum- e n t s into operat- ion, and theWhitby F i r e Department w as called to the scene. I sincerely hope that as a represen- tative voice of the County Town's ci t i zens who are concerned about such violations of you as a newspap- er can stir up some thick black smoke about such occur- ances. As an aggrevated father, and a man of t en cal led upon for emergency services. I leave you this plea.
