Page 12 "a rtifIcial Centre at Rossland Road" Heated-Debate With Taxpayers S t r e nuous objection to the present c o un c i 1i 's proposai for the artificial centre at Rossland Road was recorded by the ma j ority of a group of about 75 tax payers Monday night in a two and a half hour long debate with council. T h e councili turnout, headed by the Whitby Citizens Study Group was pre- cipitatedbecause of the officiai closing of tenders for the police facility slated for the Rossiand Road site. Danger of very exponsive error "We f e e i that there is a great dan- ger that the locating of a police build- ing on the Rossland Road site could p r o v e a very expensive error, " said group spokesman Ralph Stratford. The s i z e of the error is due to the fac t that i t is only the top of the ice- berg. Tenders are al soin for the build- i n g t h ere of new municipal facil ities, which is the real issue. " Too late by next election "If a stoppage is not achieved now," s a i d M r. Stratford, "then by the new m un i c ipal eleçtion it will be too late. That is why we have striven to bring so many voters here tonight. They may be h i g h iy i n flue nced by any displayof c o urage that they see, and gentlemen, it t ak e s r e a i courage to say, 'Maybe w e w e r e ai I too hasty, let's think it over. 1I Pr efacing that he would confine his remarks to the 'police facility only, Reeve Tom Edwards said although the m a t t e r of servicing for the structure w a s not yet resolved, he was convin- ce d the Rossland Road site is the most suitable. "Iam confident that with enough time y o u w o u 1îd have been personally abl e to look at the site differently too, " said the reeve. Challege from the floor In an invitation f r o m the mayor for comments from the spectators, Ken Mc- Donald responded, "I am under the im- pression that you are an empire-build- er. I challenge you to take a vote to see whether thepeopleof the town want this new centre at Rossiand Road or not. Ur ging council to make a feasibility study of enl arging the old building, Gord McIlwain said, "There is no phy- s i cal1 rea son why this building could no t be en i arged. It would be cheaper to build here he said. Se veral spectators urged a plebis- cite so that an indication could be gat- hered on public feeling. CouncillorGerald Cox said he could not remember one person who objected when council placednotices in the press twoyearsago, stating it wanted to post debentures and dispensewith the idea of a plebiscite. One spectator said no one explained to the people th at to post debentures would eliminate provision for a plebis- cite. "D i d a n y o ne see the notices, " he asked? I can find you the paper at home and show you they werenit even on the Whitby page, " he said. In an attempt to clarify the group as to why council had rendered a decision on the Rossland Road site, Mayor New- m an drew the attention of the crowd to scale maps of the Bradley Farm study. Projection Explaining that council was planning ahead to preserve an environment wh i ch p e o p I e had indicated they wanted, the AUMPOINTMENT m a yor pointed out that in the projected m a p s , allowance had been made for a green belt, valley land and industrial d e v e I opment. The proposed 407 high- w a y w a s al1 s o taken into account, he explained. He elaboratedfurther saying the new deve i opment of the town will form an arc around the old town, which will re- quire the establishment of a centre more common to the communi ty. He told t h e g r o up that subdivision plans submitted to the planning depart- ment for the areas north east and west of the old t o w n core during the last 18 m on ths are indicative that 35, 000 new people will be coming to Whitby. Shift In gravie& As development through the govern- ment's proposed 407 highway in the 4th and5th concessions expand, the town's centre of gravity will be shifted north north from Dundas Street. We as a council have the responsib- ility to look forward to plan the nature of the community five to ten years a- head, and if we don 't, we will have chaos, he said. Jim Gartshore, chairman of the study group suggested that it woul d be imprac- tical for the town to proceed with build- ing before the implementationof regional government.
