NOW THEREFORE BE IT ENACTED AND IT IS HEREBY ENACTED as a By-law of the Corporation of the Town of Whitby by the Council thereof as follows: 1. THAT Section 2 of By-law No. 1784 is amended by adding the following subsection: (zzb) "RIDING STABLES" means lands or buildings used for the purpose of keeping, training and exercising of saddle horses including the use of such establishment as a commercial or private club for the riding of saddle horses, but shall not include anything in the nature of a commercial racetrack, nor the keeping, exercising or training of-race horses. 2. THAT Section 11 subsection (a) (iv) is amended by deleting the word "racetracks" and by adding thereto the words "riding stables" so that the said subsection as amended, shall read as follows: (iv) Recreational Bathing beaches (public and private), golf courses, riding stables and swimming pools. 3. THAT Section 1IA subsection (a) is amended by adding thereto paragraph (iii) as follows: (iii) (a) Horse racetracks providing that the lot area is at lease 10 acres. (b) The provisions of Section 4 (d) of By-law No. 1784 shall not apply to section 3 of this By-law. 4. This By-law shall come into force on the date it is passed by the Council of the Town of Whitby, subject to approval of the Ontario Municipal Board. City-TV's "Free For All" Recently, I discovered a brand new television show called "Free For All" which comes from Toronto. The program originates in City TV's studios on Queen Street, just a stone's throw from City Hall. I was fortunate enough to see the "Free For Ail" show with True Davidson, ex-Mayor of East York, who was filling in for the show's regular host. Admittedly, my first im- pression of the two-hour program was hilarious. It was the funniest show I can remember seeing locally - all Canadian talent. Further, it beat all the comedy extravaganzas I have seen so far, both on the American and Canadian television networks. It made the former Bob Hope Show and Sonny and Cher Comedy Hour look like pretty serious stuff. It would be rather difficult to find another TV show which could match the "Free For Al". style and topics. In two hilarious, free-for-all hours (including commercials) the TV viewer like myself was generously treated with Right Wing outbursts, a singing star who couldn't sing (incidentally, the songwas called 'Impossible'), a self-appointed character analyst who went just a bit further than analyzing your iffy character, and the usual charade of drop-in guests who are allowed to speak up in front of the TV cameras and get things off his (or her) chest. Oh yes, there was also the usual number of irrate tax- payers, angry housewives, disgruntled businessmen, loonies and plain old nuts. I'm told that "Free For Ail" program is the place where everyone can sound-off without getting into a full-grown brawl. This is exactly what happened on June 16 when sone Right Wingers (better known as members of the Western Guard) decided to introduce their own ideas in the show by challanging the good old True Davidson and the audience in a Nazi-style, free-for-all display of SS salutes and swastika armbands. As expected, the police moved in and dispersed the more radical members of the television audience. But, by next morning the whole thing was blown out of proportion. The Toronto Sun's front page headline screamed: "TV blacked out bywhitepowerdemonstrators." Also some radio stations used the Sun's story, but CBC TV (having checked out the story) reported the incident much more cautiously. The Toronto Star, reporting the same demonstration, played down the story. using it on page 2, and The Globe and Mail, as night be expected, was still snoozimg away. Then, the Toronto Sun's story was the only source of information. One paragraph read: "Another reporter at the scene said it reminded hini of "newsreels from Hitler's Germany". First of ail, I'd like to know who that other: reporter was who got carried away. Knowing Sun's staff- reporters, most of them weren't even born when Hitler came to power, let alone being familiar with Hitler's news reels. Simply, this was irresponsible journalisn at its best. In fact, so irresponsible that even CFRB radio station lashed out at the Sun's front-page story. And worst, Sun's own columnist True Davidson begged to differ. Thus, one thing is clear: a better class of journalism is needed, right now. Provision is made in the agreement for teachers' sal- aries, based on a seven-cate- gory scale, to range from $6, 100.00 for a beginning teacher with basic qualifica- tions, to $19,300.00 for tea- chers with fourteen or more years of experience and top qualifications. Principals \vill receive sal- aries ranging from $18,400.00 to $24,000.00, based on weighted enrolment in three classifications of elemenaiy schools. Vice-Principals and Consultants will receive all- owances of from $1,700.00 to $2,900.00 above their grid placement.
