Harbour ,development proposed Whitby Coui~lIl recently adopted a report fron Direc- tor of Developrnent Forbes McEwen whlch outlined cer- tain principals for the devel-1 opment of land in the har-1 bour area. -The report recommended that the town lease land for faiities which are "deeîned to be in the Town's interest and there is a demonstrated need for the facfiity".
