Politicians are perlials the most stereotyped of' ail. Everybody knows tlîat a politician is soinofl who can "talk ouf of botlî sides of lus rnouth at tlhe saine tune". May- be tlîis is true, ini some cases, but if so, Whitby does not have a "typical" politician as its mayor. A. recent interview with the "chief official" of the town of Whitby gave the impression, to sor-neone who liad iever met hiin before, of an easy going, down-to-eartî. (maybe even- normal) individual, one who just happens to be mayor. Resting his feet on thie top of his desk, and burnming sinokes, Jiin Gartshore gave definite answers to questions, offered concrete opinions, and inade a few jokes. A resident of Whitby for 28 years, "off and on" Mr. Gartshore neyer planned to becorne a politician. He served on Whitby counicil for three years before becoming mayor. He first became involved in politics when he disagreed with some projects going on in council. "I just got angry about a couple of JIM GARTSHORE things an-d I ran for council", he said. Mr. Gartshore likes his job, "depending on what day of the week it is". He said there is nothing of major consequence that he doesn't ike. He criticized regional council for being "a littie too parochial" with over- strLctured management. He said that sorne day-to- day problems could be resolved at a local level. He also expressed annoy- ance at "30 people all trying to speak at the saine finie". Mr. Gartshore finds some hurnor in being mayoir. One aspect of this coînes from sugges- tions like Oshawa imayor, Jiîn Potticary's one to ainalgamate Oshawa and Whitby. "Such sugges- tions eertainly don't have any relevance to fact or desires. Its a very nice way for i to get press coverage", he added. LUNDY, CLERK NOTES: 1 The Expropriations Act, R.S.0., 1970 provides that: (a) Where an inquiry is requested, it shail be conducted hy an inquiry officer appointed by the Minister of Justice and Attorney General; (b) The inquiry officer, (i) Shahi give every party of the inquiry an opportunity to present evi- deýice and argument and to examine and cross-examine witnesses, either personally or by his counsel or agent, and (ii) May recommend to the approving authority that a party to the inquiry be paid a fixed amount far bis costs of the inquiry not to e'xceed $200.00 and the approving authority may in its discretion order the expropriating authority to pay such costs forthwith. 2. "Owner" and "registered owner" are defined in the Act as follows: 416owner" includes a mortgagee, tenant, execution creditor, a person entitled to a limited estate or interest in land, a committee of tbe estate of a mentaliy incom- petent person or of a person incapable of managing bis affairs, and a guardian, executor, administrator or trustee in whomn land is vested; "registered owner" means an owner of land whose interest in the land is definined and whose name is specified in an instrument in the property registry, land titles or sheriff's office, and includes a person shown as a tenant of land on the last revised assessment roll; 3. The expropriating authority, each owner who notifies the approving authority that hie desires a hearing in respect of the lands intended to. be expropriated and any owner added as a party by the inquiry officer are parties to the inquiry. He does flot believe that any new develop- ments should be approved until those already planned get off the ground. However, he feels that there have been some major accomplishments. In a "liinited way" there has been expanded bus services and there is a 4"&good possibility" of definite growth on1 vacant land in the down-- town area. A provincial grant has enabled definite planning of a new senior citizens apartment block. Mr. Gartshore has no plans for expanding his political horizons. 441 didn't even have plans to become mayor", he said. He said he ikes to take each day, and each job as it cornes along. He also said tha t becoming a politician has not changed his personal- ity. Just froni spending an hour in his office, with him one tends to believe that.
