Vice Chairman says: Nursing homes provide, care at less cost The number of beds at the Dr. J. O. Ruddy General Hospital has been reduced to 64 by the provincial govern- nient, but anyone who has an ernergency will be looked after, Bill Nurse, vice chairman of the hospital's board ýof governors said Monday. Mr. Nurse, speaking to about 25 mnembers of -the Whitby Chamber of Comn- merce, pointed out there will be a waiting list for patients with problems where treat- ment can be delayed, and went on to state that it was mdcli more sensible to have a patient in a nursing home at a lower rate of cost per day if intensive care is flot needed. He explained that in its first ye.ar of operation the Dr. Ruddy Hospital uised almost ail of its I1O0 beds, but since then the numiber of nursing homes in the Whitby area has increased.' ,There are in 1.976, about. 1,500 nursing home beds in the area bounded by Toronto, Bowmanville, Port Perry and 'Uxbridge where many patients who do flot require inte~nsive care can stay at far less cost, he said. Mr. Nurse predicted that the number of hospital beds would-increase again as the population of Whitby increases and pointed out that the Dr. Ruddy hospital is presently establishing dollar and staff criteria to meet the demands of Ontario government cut- backs. Hospital Administrator John Kunetsky said the hospital industry -is the fifthi or sixth largest in North America and health expenditures are the largest part of the provincial budget, ($3 million in 1976). The province presently has 4.8 beds per 1,000 popula- tion, and has decided to reduce the number of hospital beds- by 6,000 to four per 1,000 people, said Mr. Kunetsky. The target for reduction in 1976 is --,000 beds which represent $50 million or three per cent of the provincial hospital budget, he added. Even with this reduction in beds, there will still be an over-ali increase in hospital costs. of 12 per cent over 1975, said Mr. Kunetsky, but without the closure of hospital beds, the increase Landscape course Thiebaud of the Oshawa Garden Centre, John VanSta- vern of the VanStavern Garden Centre, and Cyril Wick of the Brooklin Horti- cultural Society. Mr. Kunetsky stated that the provincial goverrnment has closed nine hospital's, reduced beds in 36, r educed staff in 69, and will reduce budgets of 47 hospitals flot yet namied. This, he said, will save $45 million, -and such cash reductions will likely lead to more bed closures to meet the objectives set by the government. He explained that the criteria set for bed closures covers urban areas where other facilities are available or underused; hospitals that require extensive renovation, suilias Doctors Hospital in Toronto; and hospitals with low occupancy figuires and a high average length of stay for patients. The Chaniber miembers were given a tour of several departments of the hospital which showed that business is carrying on as usual while the board of governors and staff are spending the week assessing the impact the 25-bed cutback ,vill have on the Dr. Ruddy Hospital and its services.
