The officiai plan is-a document which will guide the region on planning matters until, the year 2000. The plan, a land use document, was passeci by a final vote of 23-3, with Whitby's repr'esentatives to regional council in support. Earlier In the week, Mayor Jim Gartshore, a regional councillor .and member of 'the planning and development committee, told the committee that Whitby's representatives would block approval of the plan. Mayor Gar tshore made the statement after receiving advice from a lawyer who was asked by the Town to analyze the legal implications of the document. The lawyer felt that the wording of the plan would take from the area municipalities the jurisdiction over planning matters which they have at prese nt. The lawyer said tliat major changes had to be made to the plan in order to correct the problem. According to 'Councillor Gartshore, the Town met with the planning and development committee staff on Tuesday and, as a result, succeeded in getting 20 modifications to the plan when it came before regional council Wednesday. Oshawa, which hiad earlier threatened to block approval for the samie reason as Whitby, decided support the plan. Regional councillorand Oshawa Mayor Jim Potticary said that, because of the input of Whitby, Oshawa would support the plan in the spirit of regionalisin "We got the changes we felt we needed to give us the -jurisdiction we have to have", said Councillor Gartshore.
