I 4 Jim Gartshore, mayor of Whitby since December 1975, announced Monday that he will be seeking a full term as mayor in the upcoming municipal election, Dec. 6. Mayor Gartshore described his year in office as one of "quiet, successful manage- ment", with a number of accomplishments, particularly in the field of commercial development in the downtown. Among the accomplish- ments of 1976, Mayor Gart- shore lists the acquiring of a Safeway plaza for the old buckle factory site, to begin construction in October; the, resurrection of the motor hotel complex at Thickson Road and Highway 401 where construction has already begun; aid the finalizing of arrangements with Ontario Housing Corporation to build a senior citizens' apartment on the Colborne Street School site. Construction of this project is expected to begin before the end of the year. Council also succeeded in keeping Whitby's police build- ing when the region wanted to close it, a minimum standards bylaw was passed, and on Monday, council passed a development strategy and a bylaw authorizing the pur- chase of two downtown lots for parking, said Mayor Gartshore. Mayor Gartshore - also stated that negotiations are being made with.the provincial government to get a commer- cial development going on the St. Bernard's school site. The mayor listed as top priority ~for -1V77, the recrea- tion development of Whitby harbor, which he says will have to be done by private money. He also stated he hoped the council could bring in a no-mill increase budget for the third year in a row, but pointed out that it will be very difficult to do this. However, some of the com- mercial development brought to Whitby this year might help in setting the budget, he said. Among the issues of impor- tance for 1977, according to Mayor Gartshore are the con- tinnation of Dhased-in devel- opment to make the town economically soind but not ruin it at the same time. He also expressed the hope that there will be more indus- trial growth,"but this depends on the economy of the day", he said.
