As former chairman of planning, he believes that "Planning involving people participation is a criteria that must be encouraged at the regional and local levels of government". Councillor Lovelock, an employee in the Quality Control Department of General Motors, ias been granted a two year leave of absence fron his job in order to serve as a full time representative. He said that although people tend to blame regional government for duplication of services "We should be looking for duplica- tion in alllevels of government, and particularly the role of regional and municipal govern- ment in our day-to-day way of life. "If we run a tighter ship, the resulting efficiencies will help to relieve the heavylax burden that we are faced with to-day, as well as in the future". Currently chairman of Whitby Council'sOperations committee, and a sitting member of the regional management committee, Cou neillor Lovelock was elected to Whitby Council in 1972, as north ward councillor. He was re-elected in 1973, and has in the last term served as regional councillor for the Town of Whitby. Also essential is "the maintenance of a law building profile, with a maximum building height of up to six storeys. "The incorporation of extensive landscaping into al public and privatedevelop- ment and redevelopment" is another ain of council. Town administrators see "the provision of more public parking, and the development of more variety, type and choice of goods and services in the commercial core as being the first step towards revitalization". "The co-operation of the municipality, the landowner, and the tenant, and a willing- ness by all parties to invest in their own community" is also important. Council also sees the need for "the provision of a greater variety and type of residential units and the maximization of.the potential development density of the higher density residential areas". "The Town shall investigate the ultimate closing of the Brock Street/Highway 401 interchange to reduce the north/south traffic move- ments through the immediate core area", according to town staff. "Further, council shall seek to establish a more efficient downtown circulation system (utilizing and arrange- ment of one-way streets and pedestrian linkages), as well as more plentiful andaccessible parking, through a program of municipal acquisition and more efficient use of other 'public and private parking, such as the rear lanes behind the commercial blocks on the "four corners". The statement ,continues "Council shall acquire land under the provision ofSection 21 of the Planning Act, parti- cularly for purposes of municipal parking, parkland, commercial development and redevelopment, andresidential redevelopment wherever and whenever around the com- mercial core". "Council shall designate the 'downtown area', or any portion thereof, under Section 22 of the Planning Act," says town staff. "Council shall endeavour to proceed with the comple- tion and implementation of the secondary plan for Special Study Area 3, the downtown area, forthwith", according to the statement. THE CORPORATION OF THE TOWN OF WHITBY PUBLIC NOTICE REPRESENTATION ON THE DURHAM REGION DISTRICT HEALTH COUNCIL A Durham Region District Health Council has been established and the Council of the Town of Whitby has been requested to nominate a represen- tative from the Town of Whitby whose name will be considered for appointment to the Council. The Durham Region District Health Council will be an advisory body to the Ministry of Health with broad responsibilities related to future health care planning. Interested persons, either health providers or consumers, who have a broad interest in health care within the community and are individuals who have the time and willingness to assume a roll as a member of the District Health Council, are requested to submit their resume to the undersigned by no later than November 1lth, 1976.
