Whitby Council had decided to not proceed with the second and third phases of the stuidy without prior consultation with the Region's planning and development committee. In a recent letter to council, B. H. Manning, Chief Planner for Project Planning Associates Limnited, wrote "On behiaîf of our client, Markborough Proper- tics Limited, we formally request that, prior to a decision bcing made to commence thec secondary plan studies dealing with alternative concepts, we be allowed to make suitable presentations to both the Town. of Whitby and the Planning and Development Committee of the Region of Durham". The coînpany also wants to be informed of any 1meetings dealing with the Brooklin area., The Town's Planning Director, Kevin Tunney, will report to council's adminis- trative committee on Mark- borough's request - in the fùture. margin; -Provincial legislation required to force the *developer to pass such a saving directly to the home buyer; -Municipality, by necessity, becomes involved in the financial aspects' of the development industry. We forecast a further implica- tion of adopting reduced standards - such action may have the effect of increasing the cost of the raw land which is sold by speculators. This would have a ripple effeet of superficially inflating the price throughi each phase of development until the houLse buyer'- absorbs the cost; --The type of environneÃiit created has the possibility of creating social problems which outweigh the short ermi financial savings. Mcanwhile, the municipal- ity is saddled with this type of developrnent for 35 to 40 years anyway". The authors of the report fedl that imposing those conditions on developers &"4 nay be considered to be infrînging. on the operation of tbe free enterprise systemn whicb is su highly regarded by 'the North American commnuni Ly".
