As clerk-tre'asurer, Mr. Manning handled the planning and administration required to build Fairview Lodge and Lakeview Manor, the county's senior citizens' homes; a new j ail; an addition to the registry office; and a new court house, in the period of 1948 to 1964. He had to obtain ail his training and experience on the job, and in later years, helped to draft courses for municipal clerks and treasurers at Queen's University. Mr. Manning's association with the county led himi to participate in a number of municipal associations. He was President of the Ontario Association ofHomes for the Aged. the first nernber of the Association-of Ontario Clerks and Treasurers of Counties and Regions of Ontario, and a director of the Ontario Municipal Association' and Association of Municipalities of Ontario. In 1973, Mr. Manning was Executive Vice-President of the latter association, the highest position an appointed member could have. In 1955, he was asked by Ontario'sMinister of Municipal Affairs to represent the county system on a Municipal Advisory Comnittee set up by the province. Mr. Manning participated in European' goverment study tours in 1962, 1966 and 1972, whichi provided him with insight into trends in regional government which began in Europe and lhad not yet corne to Canada. Mr. Manning was one of the pioneers of mlunicipal planning in Onturio County, having been chairmnan of the Joint Planning Board à of Whitby and~ Pickering Town- ships, and the Whitby Towns- hip Planning Board; and one of the founders of the a district planning board whîcli eventtually becarne the Central Ontario Joint Planning Board. Mr. Manning has devoted nearly 40 years to community se rvice. He was secretary- treasurer of the Brooklin Spring Fair from 1940 to 1952, member of the ,Grove- side Ceinetery Boatrd since 1950, Whitby Township L.ibrary Board member from 1959 to 1961, member of the Brookîin Water Committee fromn 1957 to 1967, and a school trustee for Whiitby Township frorn 1961 to 1965.
