In a letter to Regional Chairman Walter Beath, Norm Cafik MP, said he had got the CTC to agree to let construc- tion proceed, while the financing arguments pro and con are being settled. He reported that the pro- ject will not qualify under the- federal government's Grade Crossing Fund because it is not an existing crossing in the CTC's view and does not divert sufficient traffic fromn an existing crossing to qualify. The Minister of Transport also stated that 'no special grant could corne under the Railway Re-location and Crossings Act because the application did flot warrent funding at this time, and it is highly tinlikely that.the appli- cation would be funded through a special grant in the near future. Mr. Cafik pointed out to Mr. Beath that the bail is now in the rnunicipality's court and it is up tà the Durham Region to make a decision whether to accept the offer to proceed with construction now without federal assistance. The region had hoped to obtain 50 per cent of the funding for the underpass frorn the federal goverfiment. Several million dollars have .already been spent building 40 miles of road from Beaverton to Taunton Road. The region plans to extend the road south of Highway 2 and eventually to Highway 401 to become a major arterial route to the Lake Simcoe cottage country. The 40-foot embanikment carrying the CPR line from Toronto to Montreal blocks the next phase of the project. DR. RODERICK G.
