WHITBY FREE PRESS, WEDNESDAY, MARCH 9, 1977, PAGE 9 Low cost vet einie proposed for humane society shelter Tom Hughes, Executive Vice-President of the Ontario Hunane Society, has asked the Whitby town council for a $10,000 capital grant to establish a veterinary clinic at the Humane Society's shelter on Thickson Road. The grant would be written off by the municipality at a rate of 20 per cent per year, and if either party cancels the contract, within five years, the society will return to the municipality the remaining portion of the grant, says Mr. Hughes. This grant would allow the Society to provide low cost veterinary services, and com- plete an annex to give the shelter more space, he says. The matter has been referred to the Regional . Animal Control'Committee. In 1974 the Society pur- chased a frane building from Camp X and reassembled it as an annex at the shelter as funds would permit. In 1975-76, the Society was not in a financial position to "In the meantime, the demand for our services has continued to grow, and the shelter requires an extension", he says. "Rather than contemplate a.large-scale and expensive extension of the existing building, we would prefer to complete the annex". Mr. Hughes proposes that the annex be used to provide the necessary facilities for thè isolation and boarding of cats and for the examination of animals requiring veterinary attention (including animals in the shelter), and animals brought in by people who can't afford regular veterinary fees. Mr. Hughes' proposal calls complete the building, says for a treatment roon for te Mr. Hughes. animals, and a room for limited surgery, together with ward facilities for the care of medical and surgical cases. . In addition, the annex would provide an office for the inspector-manager, and a room for the wardens to use as a staff room or lunch room. The annex could also serve as a low-cost spaying and neurtering centre, says Mr. Hughes. "The provisions of this facility would make it possible for municipalities to increase the licence fees on the un-neutered or'un-spayed animals as part of their. approach to animal control" says Mr. Hughes. "Diffé.ren- tial licence fees, backed up by a low-cost spaying and neutering 'service will rnaterially reduce the number of animals in the community, and will have a favorable effect on the over-all animal problem". The Ontario Humane Society-is-prepared to accept the full responsibility for operating the proposed facility if it can obtain some assistance from the munici- palities with the*capital cost, he says. Mike Burgess, President of the Ontario County Branch of the Ontario Humane Society, said the local directors have discussedMr. Hughes' proposal and there are some dissenting opinions.
