PACE Bro-ck Street underp ass starts in May By BRIAN WINTER Staff Writer An extensive programn of road construction was carried out ini 1977 by the- Whitby Public Works Department and wiIl continue into 1978, pending budget approval. - Seven major projects were started in 1977, ail but one-- of which is completed, said Public Works Director Dick Kuwahara. Dunlop Street was1 re- constructed as a collector road from Brock Street. to Henry 'Street during the sumn- mer. This was done because it is the only east-west' street south of Dundas that directly enters the West Lynde sub- division, and, provides ac- cess to* the shopping plaza at Dundas and Frances Streets, said Mr. Kuwahara. Reconstruction of Brock Street to four lanes from Mary Streetto Maple Street was* carried out as the last step in the reconstruction of thsstreet prior to building the -CPR underpass.. In November, the works department began building an enclosure for Ash Creek to extend from Ontario Street to Coîborne Street, to be completed in the spring of 1978. -The major project of 1978 will be the Brock Street CPR grade separation, says Mr. Kuwahara. Acquisition of property should be completed by the end of February, and some prelirîniy construction work will begin in Mardi. The major constr uction work will begin in May, al financing having bçen ap- proved in 1977. According to Mr. Kuwahara, a detour for the railway tracks Will be bujit north of the existing tracks, and a detour for Brock Street will be built east of the present road. Brock Street wiIl be kept open ail the time the under- pass is being buiit, says Mr. Kuwahara, and no other streets wili be signed as detours. Mr. Kuwahara, ex- pects, however,that a number of drivers will use Garden Street because of delays on Brock Street. The delays, he said, wil be longer than be- fore, because trains will have orders to slow when they take the detour around the bridge site. Mr. Kuwahara says it will take two years. to coniplête the underpass, with a target date for completion being the fail of 1979. .Delays caused *by trains at the crossing have been a mat- ter' of concern for many years because- fire 'trucks and am-' bulances can't get to emer- gencies, he said. The site had reached its capacity and was closed by the region on Dec. 31, 1976, but because of the shortage of landfill sites in Durham, a study is being made on the feasibility of adding 34 acres to the landfill site and re- opening fi. The Central Lake Ontario Conservation Authority lias approved in principle the ad- ditional lands for landfill pur- poses. Studies are expected to be completed in April, after which there will have to be an environmental hearing, says the regional works depart- ment. The work is also required because a sanitary sewer is causing problemrs and needs to be re- placed, he said. Continuing with the re- construction of Garrard Road, the, town hopes to complete the section frorn Wetwood Road to Rosslan d Road in 1978, miaking a four- lane road complete from Dundas Street. The next phase of the Ash creek enclosure ,will be carried out fromý. Coiborne Street to Mary Street with the assistance of the Neigh- borhood Improvernent pro- gram, and storrn sewers are planned on Walnut und John Streets from Brock Street to High Street. These sewers are needed because of deep ditches and drainage prob- lems, says Mr. Kuwahara. Hazelwood Drive is presently a surface treated road which requires -urban standards, says Mr. Kuwahara. Along with the same work will be the reconstruction of Manning Road from Hazel- wood to Thickson Road to four 1l'anes, to begin late -in 1978. This project will be financed by Markborough Properties which is develop- ing a subdivision on both sides of Manning Road. Mr. Kuwahara hopes a sidewalk will be constructed on the south side of Dundas Street from'Bowman Avenue to Thickson Road in 1978. It had to be dropped from the budget in 1977. He hopes to do a substantial amount of sidewalkworknext year. Late in 1977 the public wýorks departînent purchased, a"sidewalk saver," a machine which blows sand under con- crete sjabs to lIevel sidewalks. A bit of.repair work was done this, year with the machine' ini the Rosedale Drive area, >he said. The town also obtained a second street sweeper in 1977 and hopes to do a better job in this area in the coming year.,, Also, Norm Abbott was hired by the town as a build- ing engineer to look after the -" building departmeënt.
