Mr. Edwards, a veteran of 19' years in office at the municipal level,' 18 running for region for the first time. Mis political, background includes terms as reeve, of the former'County Town. In addition to his political background, Mr. Edwards realizes the importance of communications in his job as Canadian Union of Public Employees (CUPE) repre- sentative. Mr. Edwards says the key to being a good elected officiai is good commun- ication--something he believes is lacking on most political scenes today. 'Most mnisunclerstancling resuits flot just from poor policy, but from poor communications in developing policy,'. he says. Poor government is uften the resuit of poor input from, citizens or incomplete instructions to staff', he says. 'Staff are the professionals, says Mr. Edwards. 'But they depend on our instructing therrn according. to what is deemed to be best for thc town.' 'When determining policy, we.have to take into account ail aspects - staff expertise, public input and social and economic realities. If any element is missing, we run the risk of developing a bad DoIicy.' he says. had arisen in the area north of Taunton Road on llighway 12 where the Council was about to grant an extension to a non conforming use to the Kartway, because it was believed there was no opposition to such use. In fact the people in the area had not been consulted, and that was a gross error, said Mr. Edwards. Mr. Edwards says the municipal levels of goverfi- ment also run aller risks. 'We have to let people know what is -happening before it happeins, as far as possible,' he says. He cites regional sewer and water rates as a 'prime example'of poor commun- ication. 'The rates were established and the first that many ratepayers realized was when they opened their bills,' Mr. Edwards says. Regional pliticians and staff must take the time to explain in advance to the ritizcns.' he, savs. This is compounded, he adds, because there was no real understanding 0f the impact of these new changes and its effect on electorate in the Region. 'The onus of good communication rests with the elected officials. It is our job to understand what is ha'ppening and to explain it.
