Although the chances are remote, there is always the possibility that something could happen to a child at a Block Parent home, says the committee. If something happened, it would leave the committee open to legal action. Being incorporated would protect all individuals. A Whitby- lawyer has offered his ser- vices to assist the committee with its incorporation. The local area committees have been busy during the latter part of 1978. In the Hutchison area, Carmen Sarles, principal of R. A. Hutchison School has been a great help to the committee. The lines of com- munication have been kept open by the approachable and co-operative attitudes of the school personnel. The Kathleen Rowe are committee organized a bake sale, Nov. 18. Nearly every Block Parent in the area, plus many from other areas donated delicious baked goods for the sale. The Henry Street area committee organized a fash- ion show Sept. 28, which was held at Whitby Senior Public School and well attended. Two children from the Florence Heard and St. Theresa's area designed the cover for the December 1978 Block Parent newsletter. Block Parents are ready for winter and the severe storms it sometimes brings. Thanks to a lot of .conscien- flous Block Parents and school personnel, many of the town's schools nÃ"w have storm plans for getting children home safely. A subcommittee com- posed of Gill Walsh, Jo-Anne Sturgess, Judy Smith, Shirley Kent and Sharon Spicer is working on a Block Parent Starter Kit for each planning, aiea. h'le contents are to >e as concise as possible and to contain all the information that a new member needs to kiiow about Block Parents. The committee hopes to have it completed by the end of January. All Block Parents that are interested in how the Central Committee functions are in- for incorporation vited to the committee's open meeting on Jan. 11. Elections for new officers will be held in February. Mrs. Olive Closson, a senior citizen, donated to the Block Parents a beautiful hand-done ou painting and her husband donated the framne. The Block Parents will be circulating the paint- ing to all schools as well as the twon library. Block Parents remind Whitby citizens that 1979 is the International Year of the Child, and as concerned par- ents they will be taking on a special project for this occasion. Whitby man becomes foster parent to Mali child A very specialcommit- ment has been made by a member of our community, Alex Dul of Whitby, has joined Foster Parents Plan of Canada. He has "adopted" little Oumou aged eight years of MALI. Mr. Dul's monthly contribution of $19.00 brings help not only to the Foster Child but every member of the famjly. The $19.00 a month provides the family with a monthly cash grant or material benefits; free medical and dental care, free prescriptions, the sustained guidance and counselling of social workers and the benefits of many special programs. All Foster Children and their brothers and sisters, age permitting, are encouraged to attend school. Where suitable, vocational training courses are made available, free of charge, for Foster Children their brothers and sisters, and where practical, their parents. The objective is to provide the family with the tools to help themn become independent and self- supporting. All programs are adapted to the needs of each country and laterly tend to be concentrated in rural areas, where-the whole community can benefit, particularly through mass. inoculations, etc. Foster Parents and Foster 'C h i l d r e n correspond regularly (letters are trans- Goodwin starts sixth term as CLOCA chairman Forier Whitby councillor John Goodwin was unani- inously elected to a sixth termn as chairinan of the Central Lake Ontario Con- servation Authority last week. Mr. Goodwin was appoin- ted a permanent mneiber of CLOCA by the provincial governînent.in 1969. He had served on the authority in 1963 and 1964 as a nember of the Whitby Township Council. He has served as chairmian in 1972 and 1973, and froin 1976 to 1978. CLOCA is comprised of 14 memabers, three of whoin are appointed by the provincial governiment. Pilkey won't challenge Beath Councillor Allan Pilkey of Oshawa will not challenge the controversial election of Walter Beath as regional Chairman, which occurred Dec. 6. Mr. Beath's opponant in the race, Mr. Pilkey saw the voting result in a 15-15 tie, and Mr. Beath vote himself into office by breaking the tie according to the existing rules of procedure. However, Mr. Pilkey says he will press for amend- ments to the Region of Durham Act which will pre- vent a similar situation oc- curring again. At the time of the election, he challenged the ruling of the regional solicitor that Mr. Beath could break the tie, stating it was "an error in law." Mr. Pilkey announced he would not challenge the vote of Mr. Beath and call for a new election, because he was not guaranteed of the contin- ued support that he had received from some coun- cillors in the original election. Some of Mr. Pilkey's sup- porters had said they would no longer support hini if a legal battle developed into delay before a decision of the courts was handed down.
