He said, "it is a disgrace. The people are complaining about candy wrappers al over the place." Mayor Jim Gartshore said that the problem could be looked into, by council. But then he said the Police Force isn't equipped with motorcycles orvehicles that will permit them to go off the travelled street area. Mayor Gartshore pointed out that "the Police are out on their own motorbikes. We have-four, officers now on motorbike patrolin Whitby.
