A Public Hearing was held inHuil, Queb ec on' 20 and 21 June 1979 fo consider an application to amend this- licence to change the channel f requency, increase the "effective tadiated power and to change the location of 'the 7*Wansmitter f0 the CN Tower, Toronto. The, attached OEecision CRTC 79-45 2 approves this application. 1In the Public Announcement of 27 Decemfber 1978, the commission did flot address the. particulars of the carniag e of the multilingual television station on cable télevision systems but*awaited 'anindlication from the Ilcensee that, the. statlon's programming was fully. operational. The Commission, reiterates the view expres. sed ln previouspublic aànouQcements that as a Canadian siation it has the same Icable carniage prionity status as other Toronto television< st ations in accordance with. Section 6 of the Cable Television Regul'ations. However, cable television licensees can apply f0 the Commission for exemption f rom this carniage requiremen't. Such applica- tions wil11 be considered on acase by case basis. 1lnterested parties in this matter are reminded of the Commission's emphasis in the original -decision on the provision by Multilingual Television (Toronto) Limited -of a service with specific programming designed primarily, to meet the needs of the vanlous linguistic groups ln Metropolitan Toronto. At the public hearing on 20 and 21 June 1979, an intervention was heardfrom the Ontèrio Cable Televsion Association expressing their problemswifh the carniage of the multilingual television signal on the basic service. The multilingual television licensee, Mr. lanuzzi, replied as follows f0 a question related f0 cable carniage: "But, certainly- in areas where there are very, few multicultural communities ... we don't expect ,to be carried on basic service."# Attached is the list 0f the 56 cable sstems on which the» multilingual television service is expected f0 be distni - buted eccording to regulation. As the station' expected f0 be operationel by September 1979, the Commission expects ail affected licensees to sub mit applications for carniage.
