"The town is -a collection agency" for the other local leveis '0f government, says Bill Wallace, Whitby's cierk- administrator. Thetown has jurisdiction over its own services says Wallace and bas no iniput into the tax levels of the regionor the boa rd. While assessment is the basis for the tax, the budget controls the miii rate says Wallace. For town officiais such as Wallace and Ciaringbuld, there are probiems with the present system. "There is a loss of infor- mation," says Claringbold. When theý town did the assessment for itself, it couid easiiy answer any questions a taxpayer might have on how the assessment was reached. Now, the town is as much in the dark sometimes as any taxpayer because the ministry of revenue does not release- its findings to the town. Both men admit that while the town has control1 over the miii rate, the loss of control of assessment. sometimes produces a mass of confusion and trouble.
