Edwards wants to see Port residents compensated Regional Councillor Tom Edwards said last week that he will ask Ontario municipalities to set up a fund to compensate homeowners whose property is damaged because of sewer back-up. Edwards indicated that the joint fund would also compensate those people who suffer accidents because of other municipality provided ser- vices. Under present poticy, Durham Region residents who suf fer losses because of these types of accidents must prove that the region was negligent before the region's insurance company will compensate them. Operations committee to look *nto- use of snowmobiles *i Brooklin Whitby Town Counci's operations committee will investigate a charge by Nor- th Ward Councillor Ross Batten that snowmobilers in Brooklin frequently travel over private property. At last week's meeting of council, Batten said that he bas received several com- plaints from Brooklin residents. He told council that the 107 ambulance catis During the week that en- ded at midnight last Thur- sday, the Whitby Ambulance Service responded to 107 cal for service. According to service co- owner Bill Cocker, the service responded to 36 routine calis and to 39 standby calis for other ambulance services in Ajax and Oshawa. The service aiso respon- ded to 32 emergency calis, lncluding nine motor vehicle accidents. The number to cail for am- bulance service is 723-5232. residents complained that snowmobilers were invading private property either late at night or early in the mor- ning. He also claimed that many of the snowmobilers were not taking the appropriate safety measurers while travelling on area roads and trails. In agreeing with Batten's position, Regional Coun- cillor Gerry Emm said that Ross Batten "lWe must issue a warning to snowmobilers flot to abuse their privileges. " "This is a good time to in- dicate to snowmobilers that. they are subject to the same penalites as other people who are operating a motorized vehicle," Emm said. B3oth councillors are residents of the north ward and said that they wuld not a favour a move to ban the use of snowmobiles in the area. "As everyone up there knows, they corne in mighty handy when the roads are blocked with snow," Emm said. Batten told council that the town has relayed the residents' complaints to the Durham Regional Police. Last year council passed a bylaw prohitibiting the use of snowmoibles south of Rossland Road. The bylaw was passed af- ter Dawn Spencer, 15, of 909 Centre Street North was killed in an accident in- vovling a motorcyle and a snowmobile. Fitness. It gives mnuch more than it takes. In presenting the bylaw to council at that time, Centre Ward Councillor Barry Evans said that the vehicle have a role to play in the northern ares "but in a town our size, snowmobiles have no place on Whitby streets. " Snowmobiles are banned from city streets in Oshawa and their use is ialso prohibited on regional roads and provincial highways. j- 1~ Edwards said that he did flot like that situation. "The last thing I'd want is to have a sewer backed up and then the region tell me it wasn't negligent and s0 there is nothing they can do for me," Edwards said. He made the comment af- ter a private meeting that took place between regional public works committee and their insurance agent last week. Edwards, who is not a member of the public works committee, admitted that the region could not afford the type of insurance that was needed to compensate the residents. However, he said that it is possible that the municipalities of the provin- ce could set up such a joint fund. He added that would request council to approach the Association of Municipalities of Ontario (AMO) about setting up such a fund. Regional Councillor John DeHart (Oshawa) said the meeting that- he believes Tom Edwards that the region was negligent in the Port Whitby backup and that the resîden- ts should receive compen- sation. DeHart said that the pum- ping station which becamne clogged causing backup has a warning systemn which is supposed to alert regional off icials of the problem .
