In a recorded vote that was broken, favorably, by Regional Chairman Gary Herrema, couincil passed the motion of mayors Bob Attersley of Whitby and Bill MeLean of Ajax. The resolution which will be forwarded to the Ontario Ministry of Municipal Af- fairs and Housing calls for the review to take population, assessment and geographic area into con- sideration when deter- mining how many represen- tatives each of the eight municipalities should have on regional council. It has originally called for Durham Regional Council to remain at 30 members plus the chairman, however, it was taken out. It was removed from the request because some coun- cillors feared that it would mean some municipalities would lose seats on council. This resolution was the latest in the series of attem- pts by Ajax and Whitby to get an additional member on the second tier of local government. First, notify the board chairman or director's office (576-4600) that you would like to appear. If you have written material for trustees to read, it should be given to the Director's secretary at least five days before the Monday board meeting so it can be distributed. This way it will not be necessary for you to read your brief aloud at the meeting, and you can use the 15 minutes or so allotted to present highlights and new information, and enable trustees to ask you questions about your concern. Is the school trying to label my child? I had to answer a lot of questions when I registered him for kindergarten last week. The questions were part of the kindergarten orientation program which Durham is undertaking. It is an attempt, not to label children, but merely to alert teachers to any par- ticular learning needs your child may have, to provide more information so the kindergarten teacher can best get to know your child, and to establish a relationship between you and the teacher so you can both feel comfortable talking with each other about your child throughout his years in school. I understand the board just hired a new area superintendent. What do these people do? Two area superintendents are retiring this year and will be replaced. One additional position has been created, making a total of seven area superintendents in the region. Six of them are assigned a district or family of schools, and are responsible for supporting, supervising, and evaluating the teachers in those schools. Further, they are responsible for implementing programs and for carrying out the board's policies, regulations, and directives. Much of their time is spent with public relations, dealing with questions and con- cerns from parents, teachers, and trustees. The seventh area superintendent will be in charge of special education throughout the region. The area superintendent in the Whit- by and Brooklin district is Mr. D.J. Kettle. Ajax has, by far, the strongest case for additional representation since its two members on regional coun- cil represent some 25,000 people. Brock Township has only a population of 9,600 yet it also has two members on regional council. Whitby's case for ad- ditional representation is aiso as strong. Whitby has three members representing 35,000 people and a com- munity with steadily in- creasing assessment. The Town of Newcastle, population 34,000, has four members and experienced a negative growth in assessment last year. assessment last year. In appealing for the motion to be passed, McLean told council that there was no mechanism at present that allows for coun- cil's representation to be changed or even reviewed. Attersley told council that the situation is "going to have to be addressed by some council at some time." "I see no problem with having it (membership) assessed," he said. "A review doesn't hurt anybody." A different point of view was put across by Pickering Mayor Jack Anderson who said that council "is too large to begin with" and suggested that council should have 16 members as does York Regional Council. "I hear the concern of the towns of Ajax and Whitby and I sympathize with their situation," was the reaction of Newcastle Mayor Garnet Rickard who said that he could not support the motion because he feared that if council was determined by representative by population Newcastle would have to lose a councillor. Rickard said that Newcastle's losing a representative would be unacceptable because the four present members are responsible for a geographic area equal to that of Pickering, Ajax, Whitby and Oshawa combined. (Newcastle is the largest of the region's eight municipalities by land area.) After the meeting, Regional Chairman Gary Herrema said that he had no problens voting in favor of the motion because he believed that it should be done at some point anyway.
