By MICHAEL KNELL Free Press Staff One member of Whit- by Town Council says that they are going to have to -accept their responsibilities towards the handicapped. East Ward Councillor Joe Drumm, chairman of the Whitby Mayors Task Force on the Dis- abled, said recently that his group's reconimen- dations are not only to be applied this year but every year to corne. On November 5, the task force wili make public their recommen- dations during a special meeting that will be kcarried live over the local cable television system, starting at 7:30 Hp.m. The task force's eight committees have been meeting for alrnost a year and their reconi- mendations are far reaching. Some of their recoin- mendations have ai- ready been carried out. One is the ramping of curbs primariiy in the Frown may tender out animal control The Town of- Whitby may be forced to look at having private con- tractors look after ani- mai control according to Mayor Bob Attersley. Attersley made the remark af ter the On- tario Humane Society made a proposai to raise its animal control fees by 21per cent. This proposai would raise the fee paid by each Whitby taxpayer for the service froni $1.85 to $2.25. Drumm said that he is pleased with the task force's performance to date. "There is no question that the work of this task force bas been beyond expectations," he said. "They did a nYiorveious job." While the recommen- dation will be aired in two weeks' tume, they will not go before coun- cil for approval and im- plementation until sometime in December. As chairman, Drumni said be has "no hesita- tion in putting (the recommendations) be- fore council. " "They're going to have to accept their responsibiifty towards the handicapped," he said. "The municipality is 126 years oid and t.his is the first contribution we've made towards the handicapped." Drumm is determined that the work of the task force does not end this year. "lIt doesn't end this year," he said adding that some tax dollars should be invested in programs and projects to serve the handi- capped. With budget delibera- tion just two months or so away, the councillor said he is detemmined to see provisions made for the handicapped. "One of my priorities is to budget for the han- dicapped and IPm sure the mayor feels the same," Drumni said adding council should be willing to spend the needed fu.nds. "Every budget time, the handicapped won't be forgotten," Drumm exclaimed. "We've got to do some of the things that have to be done. " During this, the Inter- national Year of the Disabled Person, Drumm feels that the time is right for im- plementing such long needed programs. "If there ever was a Bigger-by -a Country Mile! apped tume, this is it - this is the appointed hour. " One thlng that bas to be done, he maintains, is that people have to be "irehabilitated" in the thinking towards the disabled. They can be use-ful1 members of the com- munity, Drumni said. "As far as I'm con- cerned, it's time we ac- cepted our responsibili- ties." .lve' p OIP ir!
