WHIlTBY FREE PRESS, WEDNESDAY, NOVEMBER 4, 1981, PAGF, a Counel doesn't want citizens to set their salariïes By MICHAEL KNELL Free Press Staff Durham Regional councillors have reject- ed a proposai that would see an independent citi- zens' cornmittee esta- blish their salaries. At its meeting last week, council turned dlown a suggestion by Regional Councillors Tom Edwards (Whitby) and John DeHart (Oshawa) saying that they are paid to make these kinds of tough decisions. Edwards said that his proposaI would mean that the salaries paid to councillors couid be determined objectively and could eliminate a lot of political grandstand- ing. He told his colleagues there is a similar set-up in Metropolitan Toronto and since its formation in 1977 has been fairly successful. "I don't dlaim this is the perfect answer to the schrnozzle we found ourselves in last week," he said adding that such a committee would have the advantage of giving a fair sample of public opinion. The "schmozzle" Ed- wards was referring to was the council meeting The Whitby Mayor's Task Force on the Disabled will meet tomorrow night (November 5) at 7:30 p.m. in council cham- bers at the Whitby Municipal Building. Support for Edwards' proposai came from Regional Councillor Ed Kolodzie (Oshawa) who was of the opinion that such a committee would slash their salaries by 30 Durham councillors currently earn $13,890 a year and are the highest paid second tier muni- cipal politicians in On- tario. Arguing against the proposai was Oshawa Councillor John Aker who said that they are in by numerous volun- teers. "'Although 1981 is the International Year of the Disabled, we trust the implementation of the recommendation through council will only be an instrument to gain further awareness to the needs of the han- dicapped," Mayor Bob Attersley said of the report. "lWe must constantly build an integrated community with pro- visions for ail dis- abilities as a priority," he said. "'Together we will make the Year of the Disabled a beginn- ing and allow these people the opportunities to reach for the goals which many of us take for granted .... such as housing; employment; transportation and ser- vices."' "We need to provide a barrier-free community and ensure Whtby is the best place to live, work and play for everyone,"- Attersley concluded. )EPT. STORE XKST. S. 468 IIILY CLOTIIING 3LE PRICES. "4I see elected people... .their prime function is to make deci- sions," Aker said, "to make some real tough decision. " He was of the opinion that if councillors are responsible enough to supervise a $93 million budget, they are respon- sible enough to set their own salaries. 'II basically think we are intelligent enough and responsible enough to make decisions in this area," Aker said adding that he did not want to see another advisory group established. He said that such a group would "smooth things over" for the poli- ticians. "'Council has to meet their obligations." Durham Regional Council also rejected a proposai by Councillor Alex Robertson (Pickering) and Brock Mayor AI McPhail that those members of coun- cil who sit on boards and committees authorized under the Region of Durham Act, except standing committees of council, be paid $20 for each meeting they at- tend. Robertson and fellow Pickering represen- tative Laurie Cahill are expected to put forward a motion at the next meeting of regional council that will give councillors the same percentage increase in salary that is paid to the region's senior mem- bers of staff.
