DeVeau angered by inspection panel's report The m recommenda- tiona of a public institu- tions inspection panel concernlng the Iroquois Park Complex have angered Wayne De- Veau. DeVeau, the Town of Whtby's parka and recreation department director, said last week that he la concerned about the accuracy of observations made by the panel. The panel was sworn in by County Court Judge IYnald M. Law- son on Noveniber 2 and vlsited the recreation facility two days later. Under the Public In- stitutions Act of On- tario, the panel la ap- pointed from a jury rol and given the authority to inspect any building t.hat is wholly or par- tially, supported from the public purse. This panel inspected 15 buildings in the Region of Durham - seven of whicb were in whitby. The seven-member panel submitted eight recommendations con- cerning Iroquois Park to Judge Lawson, ail of which have been an- swered by DeVeau.. The first recommen- dation waa that.the exit panel glass near the hydre room be replaced. According to DeVeau, the glass panels in the arena are constantly belng broken.by hockey, pucka, lacrosse bails, etc. and are constantly being replaced. "'This la an ongolng thlng," the director said adding that ahi of themn were' replaced in January, 1981., one recommendation with which DeVeau con- curs is one concerning pressure valves or boilers' certificates whlch show an expiry date of June 1976. DeVeau said that bis staff is currently checking into what Pro- vincial governinent ministry la responsible for this 50 that it can be corrected. DeVeau tagged one of Ambulance cai During the week that ended at midnight last Thursday, the- Whitby Ambulance Service responded to 88 calis for service. According to co-owner Bil Cocker, the service responded to 30 routine cails and to 28 standby calls for other ambu- lance services in Oshawa and Ajax. Ite service also res- ponded to 30 emergency cahis, including one motor vehicle accident. The panel also said that a crack in the seating area allows water to collect in the corridor area under the seats. "This should be repaired immediately.-" DeVeau responded to this saying that the con- sulting firin of Toten, Sims, Hubicki and Associates bas already looked finto this and holieves that "it dme not pose a problem. " The panel also obser- ved that the hand dryers in the washrooms operate "Ivery slowly," but DeVeau said that the town bad realîzed this and inatailed towels for those people pre- ferrlng to use themn. DeVeau said that it is now operative and that the only reason the panel know about this fault was that a repair- man was on the scene correctlng the fault when the panel was on its inspection tour. He even doubts that the panel would have been able to identify the pro- blem if they had not seen it being repaired. The other more serious panel observa- tion was that sonie fire extingwishers had not been checked in over a year and that this should be rectified as soon as possible. This DeVeau bas labelled as "1totally in- correct" saying that the extinguishers were checked on February 19, 1981. "We're very fire con- scious," he said. "That la something that is a high priority with us" DeVeau added that he and Whitby Fire Department Captain Ken Corner inspected both the Iroquois Park Complex and the Brook- lin Arena for fîre bazar- ds. He said 'that they found 42 discrepancies - ail of which were corrected at a total cost to the town of $14,000. The director bas also expressed some con- cerna about how the panel operates. The report was sub- mitted to the judge in open court where it is received and copies dis- tributed to the various agencies involved. Under the act, panels are appointed on the fir- st Monday of May and Novernber in each year. This panel's report will be given to the May panel which will deter- mine whether or not the faults found have been corrected. If they have not been corrected, the judge.can only suggest to the responsible governnient ministry (in this case the Ministry of Muni- cipal Affairs and Hous- ing) that the work be done. The act does flot pro- vide for any penalty for non-compliance with the recommendations. It only provides for a penalty if the panel is obstructed from gaiming entry into a public build- intowever, since the panel's report is a public document, DeVeau -wanits to make a public response.
