Councl Column. Submitted by members of WHITBY TOWN COUNCIL Hard workers forced onto welf are rol By REGIONAL COUNCILLOR TOM EDWARDS Chafrman Parks and Recreation Department Despite the fact that Easter is early this year and tbat the weather is more indicative of M'id-winter than spring, nothing can deny the signs of newlIife that bave appeared. Churebes are bustling wltb ac- tivity, and as tbe season of Lent draws to a close we look forward to the solemnity, and the significance of Good Friday, followed by the jo of Easter witb its message of renewal and hope. Even tbose people who normally do not attend cburch make -a special effort at, Easter, and chur- ches of ail denominations are reneweéd. This ex- pression of joy, and hope for the future, and concern about others, bas some positive impact in this year of 1982. Apart from tbe bazards of disputes wbicb tbreaten world peace, we bave domestic difficulties wbicb stretcb right into our own community of Wbitby, and which parellel the worst economie con- ditions ever experienced in1 Canada. Tbe figures of almost one in 10 unemployed, and the effect of higb interest rates and job closures, are not some dry statistic, but have a real impact *on peopleJjnown to us, and sometimes witbin our own, families. However, with every action there comes a re- action, and amidst ail the'bad news there is the growing evidence that people do care, and that they have compassion for those already affected by economic misbap. As in, tbe days of World War II people, are- Icompelled to have regard for'those suf- fering some misfortune, and teh good samaritons. are being more and more evident, even if tbey are called, somewbat disparagingly, ".bleeding hear- In my last column I described at great length the duties and responsibilities of the Social Services Department of the Region of Durham. I thought on this occasion you migbt like to hear about some of the people wbo, often tbrougb no fault of their own, are compelled to cali upon society for belp, always bearing in mind that three to four per cent wbo abuse the systemn get ail the beadlines. > Client "B" - Businessman, mid-fifties, worked in a Toronto establishment for 24 years and last year opened a business in the Durham. From bis income, after paying accommodation, be and his wife and f our cbildren bave a combined income of $69.35 per week for al expenses outside of shelter for a family of six. Once again, bis sole source of income is the Social Ser- vices Department Ail too often we bear of individuals who rip off the system. We seldom bear of bonest bard working people wbose sole desire is for secure'employment to enable the family to cope with the ever increasing$ cost of living. On some future occasion we migbt examine tbe deleterions effects of, living on a fixed income be it pension or simfiar circumstances. In the meantime, I thougbt now witb the" message of Easter stili fresb upon us, tbat you migbt like to know where some 0f your tax dollars are going.
