PLANNING DEPARTMENT BOARDROOM 105 CONSUMERS DRIVE, WHITBY A PROPOSAL TO AMEND THE DURHAM REGIONAL OFFICIAL PLAN In order to ensure an adequate supply of rental accommodation in the Region, the conversion of existing residential rental units to condomirium tenure may be permitted only if the following con- ditions are satisfied: a) the rental vacancy rate for the whole of Durham Region is 3% or higher, as deter- mined by Canada Mortgage and Housing Corporation (C.M.H.C.) .or by the Regional Planning Department in the absence of C.M.H.C. figures; b) the rental vacancy rate as determined by C.M.H.C. or by the Regional Planning Depart- ment in the absence of C.M.H.C. figures,is 3% or*higher in the area of application applied as follows: 1) Pickering/Ajax; il) Whitby/Oshawa; lii) Newcastle; and lv) Scugog/Uxbridge/Brock. c) the approval of such conversions to condo- minium tenure does not result in the reduc- tion of the vacancy rates below 3% in accord- ance with a) and b) above. In addition, the Councils of the respective area municipalities shall be encouraged to provide fur- ther detalîs regarding the criterla to be considered during the evaluation of new condominium and/or conversion applications as required. How- ever, after *reading Roxanne Reveler's article "An Inexpen- sive Guide 'to Wine", April 21, 1982, my optimism turned to "sour grapes." The author begins with the in- tentions of recommending in- expensive wines and sorting out some of the confu- sion surrounding wine selection. She has had, I believe, little success in both areas. Although the author decries pre- sumptuous advice, she seems to pre- sume some.. questionable trends in wine drinking. The author pre- sumes that: a) a teenager wishing to sample. wines should set up a wine cellar, b) eight bottles of wine rep- resent a sufficient number to define one's preferences, c) that women pre- fer "pretty" colour- ed wines, d) that the more money one spends, the drier one's taste should be. These miscon- ceptions only add to the miasma of confusion already existing about wine. I realize that recommending spe- cific wines from the vast L.C.B.O. offer- ing is somewhat akin to counting angels on a pin- head. It is a difficult task, but I question the soundness of some of the advice recommended in the article. If one wants a dry sherry, then surely Reveler's suggest- ed Barnes Golden Diana with a sugar content of (8), would be out of the question. The other dry sherry offered, Tio Pepe, is out- rageously over- priced. The L.C.B.O. Very Pale Dry Sherry would be a most suitable sub- stitute at a fraction of the price of Tio Pepe. Further evidence of misguided ad- vice is contained in the advice for those "over - 30 - with - money - to - spend." After an inadequate definition of "vin- tage" the author recommends two so-called vintage wines. The problem is that neither of the suggested wines has a vintage date. The suggested dry red, Gevrey-Cham- bertin, is indeed a lovely commune wine, but the $32.50 price tag should ex- clude it from an inexpensive g The section o article fails bo an "inexpe guide", and- guide for k ledgeable sumers.
