"lWe found the Whitby Jail to be most adequate i security in its capacity to serve merely as a detention centre for the control of prisoners and not in any way as a rehabiitative unit," the report said adding that there was more than ample access to medical services. "A tour of the kitchen facilities was a revela- tion of uncleanliness," the panel claimed ad- ding that the hallway leading to and from it was "ldingy due to in- adequate lighting." ."In addition,' this corridor was lined with garbage receptacles," the report continued. While fire extinguish- ers were readily avail- able, "in this particular hallway the fire hoses were blocked by chairs." However, jail staff, told the panel that the ministry. has ordered that only Canadian- grown fruit be ordered. "One underlying con- cern was . the- fact that the ventilation was ex- tremely poor," the report continued. "This was most dramatically feit in the kitchen area but was evident throughout."1 The panel also noted that "very few" recrea- tional facilities were available and termed the exercise room and complex "inadequate." However, it agreed that most of these geneari deficiencies are the resuit 0f lack of space and insufficient budgetary allowances'. "It has not been the intent 0f the panel to be unduly critical,' and while we realize this is a. penal, institution and not a luxury accommoda- tion to be provided by the public purse, we do feel that certain actions should be undertaken for basic comforts and social considération of the prisoners being held there in custody," the panel's report con- cluded. It should be noted that under the Public Institu- tion Inspection Act, the panel has no power to enforce' its findings and are only'recommended to the responsible gov- ernment agency.
