Private contractors wilno longer collect garbage Not only will the Town of Whitby go to a four- day collection service.. but it will pick up all of the municipality's gar- bage beginning Novem- ber 1. Under the system currently in use, private contractors collect gar- bage in- both the Corri- dor and rural areas (north of Rossland -Road). However, Regional Councillor Gerry Emm attempted to keep the current system in place but was defeated by Councillor Joe Bugelli, chairman of the opera- tions committee, and Mayor Bob Attersley. Regional Councillor Tom Edwards, the other member of the commi- ttee, declared a conflict of interest in the matter and did not note. Emm said that he saw no reason for the change and said now was not the time for the town to take on this responsi- bility. "When the situation is working, I'm prepared to live with it," he said. "With these economic hard times, this is the wrong time to get into this." However, Bugelli was confident that the town would be better off collecting ail its own garbage. "I'm satisfied that dollars presented here are a better package for the town," he said. "I support this report wholeheartedly. This is the way to go." According to public works director Dick Kuwahara, the sponsor Of the proposed changes, a total munici- pal collection service would have a slight cost benefit to the town. The director also maintained that the town would have more coritrol over the service if works crews perform- ed the service. "Contractors only have to pick up six bags at each household," Kuwahara said in his report. "The present contrctor does pick up more than the allowable at times but there is no guarantee that the next contractor would be as co-operative." He also claimed that going to a four-day colelction service would allow the town better opportunities to main- tain the vehicles. "Last year, we spent $34,000 for breakdowns because the units were always out on the road," the director said. Under the four-day scheme, two of the town's six garbage collectors would per- form minorrepair work and wash the trucks. The public works department has two one-man and one two- man packer on the road at present as well as a back-up one-man pack- er that Kuwahara says is in a state of "very bad disrepair." When the total munici- pal service is im- plemented, the weekly pick-ups will jump to 10,943. "In order to accom- plish these goals," Kuwahara said, "we' would have to put out all four units every day as .well as purchasing a new vehicle." The anticipated cost of a new truck is $75,000. The director added that two of the older units will be replaced next year with the old trucks being put into a back-up role. "In 1983 when our fleet is complete, we would then have five units on the road and two back-up units," Kuwahara said. "In order to imple- ment our new scheme, we would have to work out the new routes and prepare plans to notify the . public of these changes." In • other garbage developments, the committee voted to award a contract to an American-owned firm to remove garbage from Whitby apartment buildings. Browning-Ferris In- dustries Limited of Toronto was awarded EMM the contract after sub- mitting the lowest of five bids. However, Regional Councillor Gerry Emm was not too happy with themove. "Haven't we got some justifiedtion in Cana- dian content laws to help local industries?" he asked. "I have to protect the users of the service," he added, "I don't know if the first company can do the job."
