PAGE 12e WEDNESDAY NOVEMBER 17,1l982, WHITBY FREE PRESS Sp"eaking to You By SCOTT FENNELL, M.P. I.A.J(PC -Ontario) For a long time I've advocated lower taxes on businesses, and now that the country is seeing the jobless effect of Ottawa's anti-business policies, more people are taking this vlew.' But there are sWI too many people who choose to forget that wlthout profits and money to invest, i- dustry cannot create jobs. The. factor that more than any other bas contributed'to this fall's unem- ployment was the 53 per cent decline in business profits in the spring. Oshawa Yet the Liberal-soclalist coalition in this country icalling for more taxes on corporations. NDP Leader Ed Broadbe nt's voice has been the loudest. I think such demands are the height of hypocrisy. Politicians who say cut taxes for the little guy and raise taxes on businesses are just trying to get votes by investing scapegoats. So 'they say make businesses suffer. Conservative coluninist George Will bas summed up the situation concisely: "Cororations don't pay taxes'. Corporations colleet taxes." Every increase in -a, businessmnan's taxes are passed straight on to bis consumers in the form of higher prices. Businessmen mustdo this to survive. Two-thirds of the price of a 'litre of gas goes straight to government.- Probably one-third of a typical restaurant meal -goes straight to govern- ment. The quickest way to make the coming bard winter. tougher on the littie guy would be to increase cor- poratetaxes. Its just a complicated sheil game that makes the lower and middle income workers pay more. [n reased Tbene-fits will hurt small f frm s By W. ROGER WORTH Syntîlcated Columnist For Canada's already bard-pressed smaller firms, Ottawa's decision to increase unemploy- ment insurance pre- miums by about 40 per cent carnies flot only a direct cost, but rnay af- fect' the perennially positive attitude 0f the entrepreneurs wbo are 80 important in the job creation process. At a time when more tban 1.5 million Cana- dians are unemployeci, this is bad news indeed. .The simrple question is asked: wiil small comn- panles lay off workers because employers have to pay as much as $4 per week more for each employee they have on staff? 'As in ail tbings sim- plistie, the simple an- swer is no. Yet there is a very real disincentive to ,addstaff', and it's that much easier to justify layoffs. Mostly lt's a matter-of attitude.- Whitby man char'ged n drug bust A Wbitby man bas been committed to trial in connection- with a $500,000 cocaine bust made by Durhami Re- gional Police and RCMP in August. The problem, of.,cour- se, is that M any smaller firms are already on tbe fringe, dealing witb reduced profits or ac-, tuaily losing money. So,,under the circui-, stances,. it isn't surpris- ing that the unemploy- Ment insurance rate in- crease wiil play a minor part in the entrepre- neurs' decision to add or subtract jobs. The cost, is significant.' Companies now payingt thet top rate of more than $385 per week in in- surable emfployee ear- nings, wiil now .pay, $12.40 per week In uneni- ploymeçnt premiums for each, worker", up froni *8.09. Where em- ployees earn less, tbe unemployment premi- um is obviously lower. Employees wiil also be forced to pay pre- miwns that are 40 per cent higher. But'itis the attitudes of entrepreneurs, mana- gers and proprietors of smaller firms that reaily count. If, 'as has been forecast, the economy. turns around, it is- these people wbo will create the jobs. we s0 badly need.' Only a year ago, for example, the 'smaller companies, were stil creating jobs, even while the multinationals and major companies were, pruning the ené i - ployment rosters. The sanie thing May happen if the economy reverses. A surpnisingly résilient smalll business commumity wil be frt to take advantage of the situations, creating jobs as they expand their operation' s. What's important is that the positive attitude that exists among this group of risk-taking en- trereneur is not-stif- led "There sho question the unemploymùent in-. s urance rate increa se, bas deflated, a lot of tbe enthusiasm that exist- ed,,and probably cost us a lot of jobs. _ Perhaps it's time the bureaucrats in the na- tion's capital started'to u nderstand' that atti- tudes matter. At some point, when taxes and, payments to- gover- nment become too higb, there is less incentive to reaily succeed in busi- ness., H ours: 9:30 to 5:30 Mon.-Sat. 576-5134 The Almost New Shoppe. 1206 Wecker Drive Oshawa (Just south of Cedar & Wentworth) Shop the r est You'IU flnd US the IBEST Large varlety of used clothlng - la dies wi nter coats - chi ldrens outer wear - skates, toys, etc. Shop early for the best selection.
