Wbat the PC Party is trying to point out to the Government and the NDP is the fact that changes in the Crow rate would not only affect the producers. Granted that they are affected te the greatest extent, but any changes also bave far reaching affects to ail areas in Canadian industry. For example, thie use of trucks for transporting the grain, as opposed to the use of thie railroad. One railroad.engineer can drive the equivalent of 20 trucks - that is 20 times the number of direct jobs and we are flot even considerixig the number of in- direct jobs created -in thie production of the trucks, In my opinion, if we let thie Bill pass i its preseuli form, the rallroads would be doubly subsidized. There is room for everyone te benefit in this large segment of the export economy in Canada. Over seven billion dollars worth of grain will be shipped out of this country next year; 50 percent of the tous on the St. Lawrence Seaway corne from grain tran- sportation, and 1 understand that 50 percent of thie revenue of thie Port of Vancouver cornes from grain transportation. It la, therefore, important to the en- tire country. The PC Party believes in free entreprise, and the trueker is an entrepreneur. He is the person that we are trying to protect in addition to protecting thie producer, so that he can get his product to thie market most efficiently. The Party feels that there must. be equal sbaring between the farmers and thie railways and any changes to the rate should flot immediately affect' the producer and should be reviewed after a three year period. This bas not been acknowledged by thie gover- nment. As usual, the government wants it ail te go to the railways, in order to protect their bureaucracy and friends. Et
