While their leader was getting himself ini hot water with some of his NATO allies in Davos, Switzerland, some Liberal cabinet ministers were squirming un- comfortably in their seats in the House of Com- mons. Marc Lalonde was one who was particularly red- faced. He apologized to Opposition Leader Brian Mulroney for publicly misrepresenting the contents of letters Mulroney had written to the finance department. Lalonde claimed last week the letters contained requests for tax breaks for the rich, a tabling of the letters in the House, however, revealed the finance minister's allegations were false. So he apologized ... sort of, he was wrong, hè admitted in that Mr. Mulroney's request had been mentioned verbally, not in writing. But the week was especially gruelling for Revenue Minister Pierre Bussieres. The spectacle of him being thrown to the lions every day in Question Period is becoming almost pitiable. Yet he continues to unwittingly play into the Tories' hand, providing them with ample ammunition for a key campaign issue. The minister is obviously unaware of the goings on in Mis department and the Tories are only too willing to f111 Mim in on the em- barrassing details. At the week's beginming the Tories produced a memo which had been circulated in the Kitchener Tax Office mentioning a special investigations project in wMich auditors were expected to go through corporate organizational charts to get names of people who might be earning money as consultants. Bussieres next came under fire for publishing a list of names of people who had'been successfully prosecuted for tax evasion, along with the names of some who had been charged, but sub- sequently acquitted. As if that wasn't bad enough, this ail co-incided with the airing of the Department of National Revenue's new filmn, "Excue Me, There's a Com- puter Asking for You" on the CBC program The Journal Tuesday night. Lafarga is very much aware of the potential political backlash at- tached to Buchanan's motion. WMile they have declined to make any public comment, town and regional politicians are reportedly furioUs that the idea was even put forward. "We do not want ta anger other local politicians by taking the sort of action that could be us on different sides of the fence," Lafarga said adding, "I believe the motion is not going to receive much sup- port."Y THE CORPORATION OF THE TOWN OF WHITBY PUBLIC NOTICE The Town of Whltby will be conducting a public meeting on February 21, 1984 ta allow the f irm of Jean Monteith and Associates ta autline the objectives of the Iroquois Park Feasibility Study. Bussieres was forced to shelve the film for review but that didn't satisfy the Tories. They called for a parliamentary task force to study the ministry and when Bussieres refused, they announced the creation of a five- member Tory task force which will hold country- wide hearings beginning next month into the abuses of the r:evenue ministry. But if reforms aren't going to be implemented in the revenue ministry, there is a chance they wlll be in the Senate. Canadians since Confederation have sought ways to improve that institution and this week saw the release of a new set of recommen- dations by a join House of Commons/Senate com- mittee. The committee suggested that the number of Senators be raîsed from 104 to 144t to increase the Western and Maritime presence in the. Senate, and that Senators* be elected for a nine-year, non- renewable term, with one third being elected every three years. The Senate would be empowered to delay passage of a bull for up to 120 days and would have a veto over legislatiorr affecting Francophone language rights provided the veto was endorsed by a double majority. Meaning a majority of Fran- cophone Senators as well as a majority of the Sonate as a whole. While far from perfect, the recommendations, if implemented, would go a long 'way to restoring some utility and credibiity to an institution that has become a politically impotent dumping ground for party faithful.
