WHITBY FREE PRESS, WEDNESDAY, FEBRUARY 15, 1984, PAGE 3 Publie awareness will help solve town's B & E problem The enairman of tme Durbam Reglonal Police Commission bas advocated the expan- sion of the Neigb- bourhood Watch program as one way of getting Whitby's break and enter problem un- der control. Mayor Bob Attersley, wbo doubles as Durbam's 'senior law enforcement officiai, made the remarks last Friday morning after be and other commission members received a number of angry com- plaints from homeowners deman- ding tbat something be done. I.ast Âuesaay and Wednesday, seven Wbltby bomeowners reported break-ina into their homes to police. Police bave cbarged two youtbs in connection witb two of these in- cidents. Between Jan. 28 and Feb. 5 at least nine other homes were broken into. Tbree different young men bave been cbarged witb tbese offences. On Jan. 8, Durham Regional Police Force members cbarged five teenagers witb commit- ting a total of 91 counts of break, enter, and theft. These offences took place in homes- tflroughout the Wbitby, Osbawa, Ajax and Scarborougb area. "We're not happy witb wbat's been bap- pening," Attersley said. He pointed out that tbree of the young people arrested Jan. 8 were released by tbe courts to await trial. Tbey were later arrested in connection witb break-ina tbat oc- cured after the court bad released tbem. "IWe feel that maybe sometbing is wrong with the system. " Attersley laid some of the blame for the situation on tbe court system. "It's upsetting wben tbe enforcement works but the otber doen't," be said, "it's really frustrating. 1 However, Attersley believes tbat public awareness is the key to combatting this situation. "The public must be more aware of what's bappening.") The Neighbourbood Watcb program in the Pringle Creek ares bas enjoyed a good measure of success and tbe mayor would like to see it expanded into otber subdivisions around tbe town. He was also quick to Ruby-Hewis (sitting, centre) bas been honored.by the Witby Benevolent Rebecca Lodge for 70Oyears of continuous 'service. Hewîs, wbo wiII oelebrate ber 9lst bfrtbday later tblS month, funt joined the lodge- in 1913 and was its noble grand their equivelent of preuident) ini 1936. "We need more eyes," Attersley said, "But don't takethe law into your own banda, report it. " Community organiza- tiona wisbing to get more involved witb Neigbbourbood Watcb wiil be more tban welcome to'get in con- tact witb the force's Community Service Brancb. Brancb officers wil give advise and assistance to groups or individual bomeowners concerned with making their neighbourhoods more secure.- "We would welcorne any request from com- munity groups for belp," Attersley said. The mayor is, also concerned tbat this problem wil bave a negative impact on the town's efforts to make Whitby a good place to "live, work and play." A reputation for residen- tial crimes sucb as tbese would scare new families from coming bere.- "I want a community where people feel com- fortable and safe," be said. By the same token, be does not want local residents to accept American attitudes and start buylng guns and otber weapons to proteet tbeir property. More co-operation witb the Durbam police wil go a long way. Attersley aiso wants to make it clear tbat neitber be nor tbe police believe that .ail the youtb of this town sbould be criticized because of the problem.
