Past president angry over YMCA vote to jom Metro mittee. "I'm absolutely op- posed to this - to me, it doesn't make any sen- se," Valcour said. "No body can really telli-me why we're doing this. You can hear the words but those words don't have any meaning." Another member of the board who is op- posed to the merger told the Free Press that the local board has an operatîng budget of about $1 million a year. The member, who asked not to be identified, said that the board is not running a deficit and is in good financial shape. When the takeover becomes complete, it is stili subjeet to a vote at an upcoming meeting of the Metro YMCA, the current Durham board will be reduced to an advisory committee. There is no guarantee, Valcour said, that the committee will have any influence on Metro board decisions. "I don't think this is good for Whitby, it's flot good for the region," lie said, "Ail we're guaran- teed is one seat on a 50- member committee. "Lt seems to me that we don't get a hell of a lot out of this. " Valcour said that lie is willing to fight the decision if he can get some public support to keep the Durham Region Family YMCA an independant local operation. "I could then get some legal action going, may be even get an injun- ction." He is also convinced that many members of the public are unaware of the YMCA's situation. "I don't think people know what's going on." Valcour said that the 'Y' used to be a "people" organization where anyone could purchase a membership for $1 and get involved. -Now it takes $25 to become a member and it Iseems that few people take the opportunity. Durham Region will defend sewer use bylaw convitons ahl the users in the system, " Emm said. Emm told the Free Press that the region is reviewing the previously laid charges so that' they eau explaîn to the court why they were filed in the first place. "lWe will not tolerate these .continous discliarges into the system, " he added, " We would like them (the compamies) to recogmize that we've had enough of this. " In fact, Emm isn't convmnced that the region's legal action has put an end to the situation. "Laying fines and get- ting convictions bas not solved the situation," he said. "We just won't tolerate it. " Herrema said that the actions and appeals being taken do not in- clude the last spill at Plastic Surface Finishers, which lie said was "str-ictly an ac- cident." The chairman pointed out that the Burns St. E. firm shelled out $100,000 of its own money to dlean-up the spili before irreparable damage was done to the region's sewer treatment plant. Herrema said that the has met with the prin- cipals of both com- panies and is confident that the situation can be resolved before the end of the year. 'II arn confident that by the first of December we'll have the whole situation cleaned up," he said. A streugtheniug of the sewer use bylaw is not needed, the chairman added. "lIt's- a damnn good bylaw and I'm confident it will protect the en- viroument of the region."
