R egion rejeets no tax hikem '85 motion A motion demanding that there be no proper- ty tax increase in 1985 was defeated by Durham Regional Council last week after some members accused the proponents of politicai grandstanding. The motion, in- troduced by Coun. Ed Koiodzie and Coun. Doug Wilson (both of Oshawa), originally said that any increases in expenditures was to financed from reserve funds and interest ear- ned on investments. However, the motion was later amended by Coun., Lawrence Malcolm (Scugog) to remove ail mention of surplus funds because the region doesn't know whether or not it wili have any at the end of the current fiscal year on Dec. 31. In proposing the motion, Kolodzie said that it was within the region's abiiity to bring in a zero per cent tax in- crease for 1985. "We can do it if we want to," he said, "We have to do somnething to set the goal, we should work towards no tax in- crease."t Maintaining taxes at the 1984 level is "«a reaiistic objective,"1 Kolodzie maintained, if the region can control its expenditures. "Let's do a better job of controlling our ex- penditures," he said. "Let's do something for the taxpayers. Let's show some leadership. " While many coun- ciliors expressed sup- port for the intent of the motion, they said that it was premature because the region doesn't yet know what kind of financiai shape they wili be in at year's end. Regional Chairman Gary Herrema called Koiodzie's proposai a "4mission impossible motion. " "We don't know what the surplus is yet,"I he said, "And we may not have one, the way some budgets are going."1 Coun. Jim Witty (Ajax), chairman of council's finance com- mittee, said that council would be doing Durham A trip to "Fanta8y Island" The annuai Whitby Arts Bail wili take on a fantasy theme this year as shown by Wendy Syme, a childrens' art instructor at the gaiiery and one of the ýorganizers of the bail to be held Nov. 9 at the Heydenshore Pavilion. Paulocik aiso noted that the federai grant was for-employment of summer heip. This is the first time the gallery has received this kind of assistance. Another cash flow problem is created because it is often Sep- tember before the gailery knows how much it wiii receive from the province. "We're in the final quarter of our year before we know what weyre getting," Puocik says. While the sustaining fund campaign was only designed as a one time project, Woods doesn't discount continwing it next year. The campaign wili be revived "depending on the circumstances, " she says, "it is very much needed now, it may be needed agaîn. " .But she doesn't think it wîll be run every year.
