As a new resident of WVhitby, I attended'my first Municipal meeting on Sept. 5 to express my concern over changes being made in the Rolling iiEls Develop- ment.. (Re Ian- dscaping). I must say that my first impression of the council members was flot a good one, as I found the chairman of the administrative committee to be overly hostile in his ejection of Dennis Fox from the meeting. Mr. Fox merely wanted respon- sible answers to questions he had posed months earlier and, 1 don't think that the ejec- tion was justified in any way. I, myseif, am still waiting for this issue of the landscaping -to be properly addressed. Considering the fact that we purchased ouw home for the closing date of Dec. 22/83, the builder, at thý%,time, was stUll under obligation to use funds for designated landscaping. However, I have since learned that couneil. approved changes (without public, notice) to ailow Grand Oak Homes to cut back on playground equip- i ment, privacy fencing 1 and tree planting, 1 giving them a total 1 savings of $123,000. As John Sewell (an unbiased third party) wrote in the Globe and t besthought enough. to bargain " with the developer and get somnething in return for the large sum being forgiven.* Could you imagine the response a property taxpayer would get if he ýasked that 10 Per cent of his taxes be forgiven? Or, for that mater, if someone asked for a free dog licence?" Dennis Fox did not essentially go off topic in bis presentation when he mentîoned the deplorable state of the Roiling Hilîs Develop- ment (iLe. people moving in with no bricks on their bouses). He was attempting to show that this $123,000 could have been used by the builder to improve this com- munity in some way. (had it been properly negotiated back in February). I realize that a change in the bylaws now only cails for one tree being planted per 5o foot lot; frontage (as opposed to two trees). However, I still consider it my right as a taxpayer to be in- formed Of proposed changes such as the one passed. in February. It seems unfortunate that sucb a close watch would have to be kept over proceedings at council meetings in or- der to learn about vital changes being. made in subdivisions such as Roling mils. Which leads me to my last point "- namely the present practice of having the public agen- da for Monday's weekly meetings available only on Monday. I under- stand that it was previously available on Friday for pick-up by the general public. This new format hardly gives concerned *residents the time needed to consider some of the issues at bland, especially since' most of us have busy working scbedules. Thus, I wo uld ap- preciate having this amended. Otherwise, one would have to assume that the, town council is attempting to make it difficult for residents to obtain notice "before" bylaws andý changes etc. are approved. Do they have sometbing to hide, or are council- members i add that althoughIÏ waâs quoted in the "Oshawa Times" as saying that it seemed as if Dennis Fox had misinterpreted the facts, I arn no longer of that opinion. That had been my first im- pression of the situation, and it turned out to be a misleading one.
