WHITBY FREE PRESS, WEDNESDAY, OCTOBER 31, 1984, PAGE 3 Lo cal resi*dents still have to clear thei*r sidewalks Local residents wil have to continue to clear the sidewalks in front of their homes of snow during the winter for ýat least another year. At its meeting last week, Whitby Town Council voted to con- tinue with its present policy which states that homeowners must -clear the sidewalks fronting and flanking their Mayor Bob Atter- sley's suggestion that the Town of Whitby un- dertake responsibility for- clearing al sidewalks 0fofloWwîll not be implemented tis year. If it is accepted by -Whitby Town Coundcil, it wii flot be until niext year. Council made its decision last week after Coun. Joe Bugelli, chairman of the operations committee, said that he wants to hold public meetingsin- to the snow clearing policy early next year. Before the town assumes complete responsibility for sidewailk snow clearing, Coun. Ross Batten not only want.s to know the cost but if their are any viable alternatives. Can the snow be A heated arguement at' the North 40 Roadhouse in Brooklin has resulted in a.village resident being charged with mischief . Accordlng to a spokesman- for the Durham Regional Police Force, the victim had an arguement with the suspect who' after leaving the bar kicked -in the doors and body of the victim's car causing about $1,500 damage., After à brief in- vestigation, police went to the home of Daniel Blyth, 23, of,30 Mon- tgomery Ave., Brooklin and charged him with *mischief.. homes (if they are on a corner lot) of snow within 24 hours of a snow storm. If they don't do so, then the bylaw enfor- cernent officer will issue, them with a notice or- dering that it be done. If it is stiil not done within 24 hours, then the town wil do the job and bull the homeowner 80-cents for every foot cleared. cleared within the required 24 hour period if the town has to do it or is it possible to contract it out to private en- treprises? Until such things are known, Batten believes council is "Italking out of the sides of our mouth a littie bit." According to public works director Dick Kuwahara, there will be a few problems to solve. hefore the town can clear ail sidewalks. "There are ap- proximately 130 kilometres of sidewalk in the entire town and to do them all within a ten to twelve hour period will require a total of five machines," he said in his report. "We presently have two bombardiers and, therefore, three more pieces 0f equipment He was released on a promise to appear in Whitby Provincial Court Nov. 9.. Night cancelled The Ladies' Auw?iary 0f the Dr. J.O. Ruddy General Hospital has announced that the Monte Carlo Night that. - was to be held tins Friday evening at the Heydenshore Pavilion has been cancelled. A spokesman for. the auxiiary said'that 'not enough tickets had been sold to make the event worthwhile. However, in decidlng to continue the policy, council decided to reverse a staff recom- mendation that would have forced residents in 10 areas of town to clear their own snow. For this year at least residents on Bradley Dr. from Anderson St. to Pringle Dr.; Crawforth St. from Anderson St. to Pringle *Dr.; have to be purchased," he added. He estimates that each plow wiIl cost the town about $41,000 and will have a life span of approximately five -years. Labor wiIl add $13,00 approximately to the town's annual snow clearing budget. "The total annual ex- penditure for the town becoming responsible for the clearing of snow from ail the sidewalks in the municipality wiil be an additional $35,100 annuaily," Kuwahara said. Bugeili told council that the public meeting wiil probably be held in January or February next vear. DISTINCTIVE WEDDING INVITATIONS ANTRON NYLON GRAND DESTINY * , . by Burlington M.S.L. According to public works director Dick Kuwahara the town currently clears about 60 kilometres of sidewalks. With the town's two bombar- diers, the job takes bet- ween 9 and 12 hours. "Therefore, the town is doing its share in cleaning up the sidewalks and the rest is up to the citizens, " he said in his report. Kuwahara - also suggested that in cases of noncompliance, that the town hire temporar employees flrm an agency to do the work. Local residents who are physically unable to clear their sidewalks will receive help from the town. "We will either clear, the sidewalks with the bombardier or by tem- porary help,"yy Kuwahara'said- adding that a nominal- fee of probably $5 will be charged for the service. For those people who vacation in the winter, they had better arrange for someone to' clear their sidewalks in the event of snow because if they don't, they will be charged as if they didn't do it. "Persons intending to bé awýy on holidays should make arrangements to have their walks cleared or they will be charged,"I the director said in his report. Those owning a vacant lot with a sidewalk fronting it will be given, 48 hours to clear it. Homeowners with corner lots will have to clear their flankages. Those who don't, wiil be charged. However, the town will make available sand and sait for sidewalks at the Operations Centre on- Rossland Rd. E. free of charge. The policy received the support of many council members. "I'm prepared to live with the snow bylaw as it exists for another win- ter," Coun. Joe Bugelli said. .Coun. Ross Batten said that many students are prepared to clear sidewalks for money during the winter mon- ths and no one should have any trouble. "4I'm in full agreemnent with that and I believe it's their (the residents') respon- sibility to clear their sidewalks, " he said.
