PAGE 24, WEDNESDAY, DECEMBER 1.2, 1984, WHITBY FREE PRESS Report from Q ueen's Park By THE HON. GEORGE ASHE, MPP (PC - Durham West) Minister of Government Services Ontario Serving You' Do you know what rights you have as a tenant? Who would you cail with questions about energy conservation? Have you ever wondered where your driver's licence or OHIP card originates? The answers to these and many other questions regarding the services provided by the Ontario Government are readily available. I am proud to say that the Ministry of Government Services is taking a lead role in ensuring that all Ontarians are aware of who to cail when questions of this type arise. "Serving You" is a weekly cable television program which provides* an insight into the workings of provincial government ministries. This season, the format has been expanded to include in- terviews with cabinet ministers and deputy ministers who discuss the information and services provided by their particular ministry. The Ministry of Government Services is the first ministry to be highlighted in the "Serving You" series, and the program will be shown this week on over 60 cable stations throughout the province. As Minister of Government Services, I had the opportunity of outlining the ministry's diverse responsibilities which include providing systems which allow direct access to the provincial gover- nment. It is interesting to note that this ministry operates the second largest post office in Canada; the On- tario government switchboard handles over five million calls a year; and the ministry is the largest landiord in theprovince. Cable Stations in the Durham Area will be airing "Serving You" and I know that you will find the program both interesting and informative. Board taking tough stand on substance abuse: 64 cases reported so far this year The Durham Board of Education continues to take a firrn stand again- st drugabuse. At a recent meeting the Board approved a new "substance abuse policy" designed to let students, parents, teachers and the public know just how seriously the Board takes poten- tial drug and alcohol abuse. The policy statement recognizes that drùg use and trafficking are generalfisocial problems. However, the Board believes the schools have a significant role to play in combatting drugs. "The Board supports the objectives or prevention of substance abuse, control of traf- ficking and provision for rehabilitation through a defined set of regulations which em- phasizes the clear con- sequences of in- volvement with sub- stance abuse while on school property and/or within a school program or school sponsored ac- tivity", the policy states. All students and the school community will be informed of the regulations by the sehool Principal. - In cases where a student is found to be under the influence of a substance, the Principal will meet the parent or guardian to determine the reason for the een BayadHn j JEWELLERY BANKRUPTCY SALE BEING HELD LIQUIDATION20 SIMCOE ST. JEWELLERS INC. ted out that the Durham Board educates some 48,098 students (30,092 elementary, 17.784 secondary), and that only a small minority, are involved with drugs or liquor. Mr. Smith always works closelyswithu parents when students are referred to him. He said there are often other problems - at home, at school and with friends - that lead to drug or alcohol use. He noted that the student's actions and to decide on a course of ac- tionbto correct the problem. Penalties for being under the influence are as follows: First offen- ce, suspension up to 10 school days, at the discretion f the Prin- cipal; second offence, suspension up to 20 school days, at the' discretion of the Prin- cipal, Area Superinten- dent and Superintendent of Operations; third of- fence, expulsion, at the discretion of the Board. The penalties for possession of a substan- ce are the same as those for being under the in- fluence. The penalty for trafficking is expulsion, at the discretion of the Board. The Durham Board of Education employs a substance abuse coun- sellor to help students with drug problems. In the event of suspension, the Principal will con- tact the counsellor to discuss means of rehabilitation. The substance abuse counsellor will see that the rehabilitation program agreed to by the suspended student is carried out. Bill Smith, the Durham Board's sub- stance abuse counsellor, said 64 students have been referred to him for counselling so far this year, up somewhat from the same period last year. However, he poin- Board has made rehabilitation and protection of other students part of the policy, so that while a student may be suspen- ded in order to safeguard others, coun- selling is also provided.
