MPP (PC -Durham West) Miniter of Enorgy Ontario Defending Hydro The NDP candidate for Durham West, in typicai NDP scare tactics style, raised a couple of oid issues the other niglit in his talk to the Durham West NDP annuai meeting. These issues relate Wo Ontario Hydro and as the minister responsible for Ontario Hydro matters, I would like to take this opportunity Wo respond to his perceived concerns. Ontario Hydro is constructing a facility at the new Darllngton generating station, that wiii remove small quantities of a substance caiied tritium from heavy water. Tritiumx is a slightly radioactive sub- stance which builds up in CANDU reactors during operation. Ontario Hydro decided to remnove tritium for two reasons: i) to reduce even further the radiation levels in its nulear stations to further protect em- pioyees; and ii) to reduce the already iow emissions to the environment. Both are responsibie objectives that I know ail Durham residents would readily agree with. Ontario Hydro's initial plan was to store the ex- tracted tritium. But tritium is in demand for such things as tritium powered lights (emergency exit signs and on aircraft lighting) which must operate independent of an electrical supply and for medical research. In the future, tritium will be one of the fuels used I advanced fusion research machines. It la this use that will consume most of the tritium frora Ontario Hydrb reactors. It is clear that tritium has a legitimate and peaceful market use and Ontario Hydro is acting responsibly in exploring, with the federai regulatory authorities, commercial uses and markets for this material: Although tritium is used in some of the older designs of nuclear weapons, I don't agree with Mr. Stewart's interpretation that Ontario Hydro wiil be contribution to nuclear proliferation. To suggest that the United States relies or would reiy on On- tario Hydro's supply of tritium to fuel or expand their nulear weapon supply stretches the credlbility of is argument, and challenges the credibility 'of any responsible and reasonabie thinking person. The storage of transformer oiis at Hydro's Brock Road maintenance shop is another of Mr. Stewart's concernis. Not too many years ago, the electrical industry, woridwide, used PCBs in transformer oils as this substance had superior electricai resistance and flame-resistant properties. The contaminated minerai oils presently stored at Pickering contain oniy a minute amount of PCBs and these cis are properly stored in tanks, not drums as indicateci by Stewart, and pose no hazard to Durham residents. Ontario Hydro is deveioping a process which wili destroy the smali amounts of PCBs in cils stored at the Brock Road site. The site, by the way, is at Hydro's central maintenance shop which is not part of the Pickering Generating Station. The proceas, again contrary to Stewart, is a closed chemnicai treatment process with the major hýy product, common table sait. No dioxins are produced. Some small quantities of higlier-level waste are on site which may be incinerated in years to come, but Hydro has no plans to do 50 themseives. Ontario Hydro lias been a responsible corporate citizen in its treatment of these important environ- mental issues. 1 know that this sensitivity to!the concerna of the people of the province wiil continue as we ail work together to maintain the type of province that we wish our chiidren to inherit. The Durham Chapter acta as a support group for parents of chlldren with Cystic Fibrosis and can be contacted at their Whitby office at 668-1469. The Chapter organizes fund raising events and public in- formation programs speaking engagements and distribution to literature. Cystie Fibrosis is a genetic disease second only to cancer in taking the lives of Canadian children.
