PAGE 14. WEDNESDAY, AUGUST 7, 1985, WHITBY FRE3E PRESS Local OPP spokesman says...e Spot checks a real deterent against drunk drivers has een-igh A -further pon, By SUSAN LESJAK Free Press Staff In the wake of last week's Supreme Court of Canada ruling affir- ming the legality of spot checks, Ontario Solicitor General Ken Keyes is urging municipalities to step up their RIDE <Reduce Impaired Drving Everywhere) pro- grama. But Durham Region Police Chief Jon Jenkins sald he doubts he'Il ha able to take up the solicitor-general'5 sug- gestion. "Everyone would like to have more spot checks. I'm sure we would too, but it's the manpower that just doesn't allow us to do it," he explained. Although the force usually runs a RIDE program during the holiday season each December, he said it is unlikely he will extend the programn throughout the year. The Whitby detach- ment of the Ontario Provincial Police, however, already has a year-round RIDE program in place. Ac- cording to Sgt. William Hanna, spot checks have been an ongoing practice ,in his detach- ment for the past year. Hanna says the program has been ex- tremely succesaful. There have been a lot more drunk drivers ap- prehended and public acceptance for RIDE Whle critics of RIDE, including Supreme Court Chief Justice Brian. Dickson, argue that it represents a dangerous invasion of citizens' rghts, Hanna reports strong support .of the prograns from drivera whom his of- ficera have stopped. He is convinced that spot checks have helped alter people's opinions about the social acceptability of drinking and driving. "We believe it's a real deterrent." aimed at deterrlng im- paired driving was also announced last week. Chairman of the Ontario Police Commission Shaun MacGrath luis strongly recommended that ail police forces photograph and finger- print drunk drivers. While the policy isn't new, Shaun said, it has not been widely prac- ticed. The regional police and the Whitby OPP detachment say they have always adhered to the policy, but onlyi "Whitby has only bee~ doing it in crlmina bases or i cases wher~ there were iden~ tification problems,' explained Hanna. Both affirmn that they will adhere to the procedure 100 per cent fromn now on. "lThere have been some problemns wi proving past impaire< drivlng offenses," sai~ Hanna, f"becau fingerprints were nol taken." He said that the new policy will make il essier to prove previow convictions. Computer has us in its grip CONT'D FROM PG. 5 computer ignorance. To illustrate the difference, a personal anecdote. Since I bought my firat amaîl home computer three yeara ago I turned from a computer illiterate into a hobbyist, writing somewhat complex programs with joy. I have now very large gapa in my com- puter ignorance. One day recentiy I firat tried my Credit Union Telier - you know, those devices which will soon see* aIl bank tellera replaced by computer terminais. Here was I, one who became overjoyed at such whizbang machinery, standing at midnight outaide a iocked door, curaing the carda, CU Telier, and the forces of the atom that brought us the computer, ready to kick in plate glass in frustration. In a short span of five minutes I enjoyed a unique combination of hate and fear of what machines are doing tous. That la computer phobia. And I told you that this column was being written on à home computer. Great time-saving stuff, right? Even checks the spelling for you. But here I am, at 9:08 p.m. on Monday night, the coiumn now three, four houra old. And I can't get a print-out from the computer to the printer. (If you are reading this, and it is now Wednesday, Aug. 7, then I soived my probiem. If there la a big biank where the coiumn usuaily la, then I didn't. See what I mean about people being fruatrated by computera even when they think they know what they're doing with them?> But the computer age holda us now in its grip. Whether we end up with a horror story such as Player Piano, or whether the silicon chip providea us with riches hayond the imagininga of our gran- dparents, dependa on how we handle it. That means spending more on education. Not juat the young people, although they are important. Perhaps now too much is being iavished on some whizbang stuff for them. But more must ha spent preparing aduits for the next ten years. If we don't, then Vonnegut's predictions will ha too true too soon.
