WI IITBY FREE PRESS, WEDNESDAY. AIJGUST 14, 1985, P>AGE I1 Edwards supports review of CIY care A provincial gover- nmenf review of recen- fly increased day care spaces has been welcomed by Reg. Coun. Tom Edwards, provided thaf Durham Region won't lose any. The previous Progressive Conser- vafive government had allocated an adcitional 250 subsidized day care spaces for Durham Region. However, the new Liberal -gover- nment lias puftfliaf plan on liold. Community and Social Services Minister John Sweeney said recently fliaf the review will defermine whefher the Tory plan will be maintained or replaced by one announced by the Liberals during the last provincial election. Edwards, who sits on Durham Regional Council's social services commit tee, said thaf the region was a litfle liesitant to enfer into flie new program for two major reasons: firstly, tlie day care budget for 1985 had already been struck; and, secondly, fthe language used in the Tory announcement was so "ambiguous" staff couldn't recom- mend participation. 'Good News Circus' region was to get 250 new spaces over the next two years. Some 160 lied to be in place this year. The spaces, Edwards said, were to be finan- ced 80 per cent by the prov ince. However, the region liad to find flie remaining 20 per cent of the $200,000 needed for this space this year. The region went ahead wifh developing new spaces after finding its share of $40,000 from an oparation surplus in the general welfare ac- count. Edwards also pointed ouf thaf the region is in desparate need of these day care spaces noting that the department lias an active waiting list of 35o. And at least 100 more names have made inquiries recenfly. These spaces, lie said, currently on social assistance of some kind who need to get back in- to the work force. The waiting 1sf is made up, lie said, "ialmost entirely of single parent familles. They need fthe spaces to allow for training to go back to work. " There are certain economic benefifs to the region if these day care spaces are in place. Edwards maintains that if they are provided, the child's parent can refurn to work - thereby setting themn off --the welfare roll. "Potentially this kind of service would prove to lie a good, wise use 0f. fax dollars," lie said. The review, lie hopes, will make the plan a bef- ter one. "The original shortcomiflgs," Edwar- ds said. "If was arn- biguous. It was unclear as f0, what was in their mind." The new government, lie added, "will look into with a plan of their own. 111 certainly can un- derstand why the Liberal government would want to clear up the language. "I hope they will sive and workable." However, the review doesn't change the need which Edwarcls said is becoming greafer than ever.
