Attersley pointed out that when Durham was formed in 1974, Oshawa had il votes for a population of about 80,000. Whitby has three for just over 33,000 people and Ajax two for a population of about 25,000. In 1985, Oshawa's il councillors represent 115,000 people while Whitby's three speak for 45,000 and Ajax's two for about 37,000. "There has been a great influx of develop- ment in the Town of Ajax and the Town of WIitby," the mayor said. "Oshawa's share of the population is decreasing and since 1974, there has been a great shift in population from the hub - which -was the City of Oshawa - to the west. As mayor, Attersley sits on the management committee. Reg. Coun. Gerry Emm is chair- man of the works com- mittee while Reg. Coun. Tom Edwards sits on health and social ser- vices. This means Whitby has no voice on either the finance nor the planning co mmittee. During a time of rapid growth, Attersiey believes that Whitby should have a voice on the planning committee. "Right now, its im- possible to cover every committee," Attersley said adding, "I feel Whitby's cheated because we don't have anyone on those com- mittees." Although the mayor says that regional coun- cil "«can't run from the situation" he doesn't believe that Bull 22 will be in place before this year's election. After ahl, the new provincial government will have more pressing and important issues to deal with before examining the question of representation on Durham Regional Council.
