WITBY FREE PRESS, WEDNESDAY, APRIL 30, 1986 PAGE 7 BIA seeks Heritage a]pprova By MIKE JOIINSTON Free Press Staff Georgina Phillips, manager of the Down- town Business Im- provement Area, will act as the BIA's co- ordinator if it is chosen to participate in Heritage Canada's Main Street Canada Progrant. As co-ordinator, Mrs. Phillips will be taught how to work with the business community in revitalizing Whitby's downtown area while FROM PG. 6 taking advantage o! it's architectural potential. Whitby Council was advised of the heritage progrant in February of 1985, but because the BIA was" then finan- cially unable to hire a co-ordinator, they were flot in a position to par- ticipate in the programi. However, councîl directed the planning department to complete the Main Street Canada application on behaif of the BIA and advised Heritage ('anada that the BIA's participation would be contingent on available funding. With the BIA's budget this year of $69950 and the hiring of Mrs. Phlllips, the BIA has written to Heritage Canada asking that their application be re- activated for the 1986 progrant. The program ill help the BIA to design a strategy which will promote the downtown as a desirable place to Firesafety awareness During the course of handie the hoses by Fire Department puts the prograrn, the training the water on a on a graduation children are put through baIl which they attempt - ceremnony for the young a numnber of.- exercises to push into the opposing people and the parents that simulate the ex- end. As well, free professional advice will be given to individual merchants who show an interest in improving their image throughi building renovation and preservation, window displays or general maintenance. If the BIA is chosen, Mrs. Phillips will attend a three week training seminar in Ottawa were she will be taught to identify buildings with an architectural heritage and how to restore them, said BIA President Ed Buffett. She will also be taught how to attract developers to downtown Whitby who are in- terested in maintaining the downtown's ar- chitectural heritage. Mr. Buffett said the BIA is presently attem- pting to revitalize down- town and with the help of Heritage Canada's prograni the BIA will accomplish it's goals in a shorter period of tume. If the BIA is accepted the prograni would run for three days and during that tinte, the co-ordinator must be trained, technical manuals would be provided for downtown businesses, audio visual materials on promoting downtown would be provided and workshops would be designed for downtown merchants. Notification of ap- proval for the program should be received by the end of May with the prograin starting in August. Mr. Buffett said a representative of Heritage Canada will be in Whitby on Friday to study the downtown area. In 1985 three Ontario municipalities were selected for the prograni; Sarnia, Prescott and Owen Sound. This year four or five additional towns will be accepted. "'m optimistic we will be accepted,"1 said Mr. Buffett. If the BIAs ap- plication is flot ap- proved, they can re- apply in 1988. Whitby council endor- sed the BIA's par- ticipation at it's meeting on Monday night and will send a letter of sup- port for the BIA to Heritage Canada.
