Michael and Mr. F. Wu of .the Durham Nen-Profit Housing Corporation (DNPHC). The meeting with DNPHC was scheduled as a, result of a coni- mitment made by Mr. Miller on behalf cf the residents of the ad- ministrative committeea meeting. It was agreed that Mr. Miller would gather facts pertaiing te the DNPHC and the housing project proposed for the Bluegrass Meadows subdivision. Mr. Miler was te then pass tis in- formation aleng te the Bluegrass Meadows residents. A previeus infor- mation meeting called by the DNPHC, while Mr. Miller was on vacation, drew much critcism frem the residents. By scheduing this meeting the DNPHC attempted te circunivent the agreement made by ail parties at the ad- ministrative committee meeting. On July 31, 1986, Mr. Miller convened a meeting of residents of Bluegrass Meadows in- cluding members cf the Corridor Area Ratepayers Association executive.. Mr. Miller gave a lengthy presen. tation outlinlng the in- formation gathered fromn the meeting with the DNPHC. The residents ex- pressed cencern over the 'disprcportionate allocation of heusing units te the Towin of Whitby. The Provincial gevernment's 1986 allocation of housing units for the entire Durham Region la 175 units. Mayor Attersley was informed *by the DNPHC on March 27, 198, that 50 units would be designated for the Town cf Whitby. Hewever, a subsequent letter on May 15, 1986, advised Mayor Atter- sley that twe sites wouid be prcposed during 1986. The two DNPHC site plan applications recen- tiy tabled by the ad- ministrative committee until the fail would see 128 units in Whitby. Both sites are In fact within f.5 kms of each other. Mr. Miler pointed eut that the chldren who would live in both of the proposed developments weuld attend Dr. Robert Thornton Public Scheoi. Dr.- Robert Thcrnton school h currently overcrewded and has one cf the hlghest num- ber cf portable classrooms in the Durham Region. The Durham Board of Education projection fer fall 1986 enroîlment la 812 students with ten portable classrooms. Several residents had toured new subdivliens in the area and stated that, based en new homes under construc- tion, the Board cf Education projection was far too low. An enroliment level of ap- proximately 880 studen- ts would initiate the need for busing of students froni Dr. Robert Thernton school te the achoola hi the Oshawa and Whitby area. The residents wanted te know why planning for the ongoing development cf Bluegrass Meadows and adjoining areas had net taken these facts and projections into con- sideration. The con- struction details of the proposed development came under heavy scrutiny by the residen- ta. Mr. Miller and other members cf the coin- mittee had travelled te Peel Regien te look at similar developments suggested by Dr. Michael. A slide presen- tatien was made with details about four developments of smilar size in Peel Region developed by Peel Non- Profit Housing Cor- poratien. The develop- ments in Peel Region used exterier building elements that created a more maintenance-free structure. This is in sharp contrast te the DNPHC proposai which reflects ail wood ex- terier. It was noted aise, that the Peel develop- ments had private garages for each unit in an attempt te minimize the clutter cf parked cars. The DNPHC proposai embodies car- ports. one resident pointed eut that carpor- ts are non-existent in Bluegrass Meadows and in fact vilate a stringent list cf covenants ixnposed on every homeowner in the development. In ail but one of the sites visited the hcusing units had been buit at the same tume or before the surrounding sub- divisions. The residents of these subdivisions were f ully aware of exactly what type of housing was planned in the area before they moved into the area. Several residents of Bluegrass Meadows pointed out that this was completely opposite te, the proposai for this area where many have lived for over five years. Ail interested groups or individuals are asked to submit written briefs on the transportation of dangerous goods by rail. These submissions should include such aspects as re-routing, re-location, or additional safety measures for the existing rail network The deadine for briefs is November 30, 1986.
