Appeari*ng before the town's operations com- mittee, Jane Ling, who chairs the Ashburn community center, told councillors that the 1986 net receipts for the Ash- burn center were $2,247 whereas the heat and hydro for the centre cost $2,019, from January to September, 1986. "If the town could assume the heat and hydro that would give us a chance to expand programs and institute new programs,"' said Ling. She mentioned that the Town currently pays the utilities for the Brooklin Community Centre and the Whitby serniors activity centre. The Town owns the Ashburn centre but only provides operating fun- ds for upkeep and main- tenance. Parks and Recreation staff have estimated that the cost of utilities at both centres for 1987 will be $3,800. Council has agreed to give consideration to the request during the 1987 budget review. The amendment regulates the hours that amusement places, licensed by bylaw, are allowed to stay open - 10 a.m. to il p.m. from Monday to Saturday, and 1:30 to 10 p.m., Sun- days. The lettersaid Faknily Kartways had been open 10 a.m. to 10 p.m. Monday to Saturday and 10 a.mn. to 9 p.m. Sun- days. An amusement hall is part of Family Kartways business. Last week, coundil's response to the letter was to receive the letter as information and file it. However, planning department will be reporting on the situation. Planning department director Bob Short said the bylaw refers to amusement halls ini the community that are free-standing buildtings. He said council did not deal with the matter un- tii now, because "it was ,'not a pressing matter. 1 He said that, in his opinion, if the amusement hall at Kar- tways had been open at the same timne as the en- tire establishment, there would be no violation of the bylaw. He said the depar- tment will bring a report on the matter to Brooklin sewers found defiicient Preliminary findings of a needs study on Brooklin has indicated that at least 40 per cent o f the 329 systems sur- : veyed have problems. The study was held in : June of 1986 as part of a : process to secure 00 provincial funding assistance to correct : Brooklin's sewer e problems. The needs study must :be carried out to show -RS the province that there ~RS: is indeed a problem with :IT sewers in Brooklin. fE The resuits of the YL released by late 1986 but 11 the Ministry of the En- vironment, which un- LlE dertook the study with municipal staff, were unable to meet that time frame. blé The planning depar- tment therefore requested a preliminary report on the study from the ministry. The preliminary fin- dings show that of the 40 é per cent which are not working properly, 28 per cent of the systems are having wash water or sewage exposed to the ground while another il per cent had laundry or sewage pumps discharging into drainage ditches or storm sewers. The study also looked at 21 wells in the com- munity and found only two of themn 1 bacteriologically safe i for drinking purposes. 1 One of the reasons for b this is suggested to be faulty sewage systems. Planning director Bob i Short said this wasot seen -as a "dramatic problem." But fhe suggested that if anyone in Brooklin wants to dig a well they should ask. the region if they could hook up to a publicé water system. It was also found that Lynide Creek had high levels of bacterial con:. tamination above Brooklin, with the level increasing dramatically in the creek within the community. The> levels increased especially downstream from the Baldwin Street storm sewer discharge. -The study notes this could' be related ,to human waste.
