"This year's fail municipal election is going to be an election of change, a change on the faces of council and a change of focus on the issues facing the centre ward," said Buffett before 30 supporters during last Wednes- day>s announcement. She cited recreation and cultural needs as "essential keys" to Whitby's future. "There is a lot of pressure on the Towns recreation departinent and they are- not keeping, Up," she said, adding that Whitby needs more parks and rec facilities. SAs for growth, Buffett said it is inevitable because of Whitby's geographical location. But she added it should be tied to the heritage of Whitby as the "County Town." She said some buildings in downtown as not capturing the heritage look. But during ber speech, Buffett noted that an election should not only focus on issues, but also on the candidate.
